and Atmospheric Administration intends to solicit and negotiate on a
sole source basis with Dr. Sethu Raman, North Carolina State Univ.,
Raleigh, NC a review of existing methods for physical coupling and
potential two-way transfer of chemical mass through the atmospheric
deposition layer to support its research addressing the fate and
transport of toxic chemicals to Lake Michigan via the Lake Michigan
Mass Balance (LMMB) Project. The review shall include, but shall not be
limited to, discussion of the following issues: Spatial Scale; Temporal
Scale; Mass, Momentum and Energy Flux; Water Body; Model Linkage; Mass
Chemistry; and Coordination with Existing LMMB Activities. The work to
be performed under this contract shall include the following tasks:
review of recent standard literature, review of recent "non-standard"
literature, contact with LMMB project scientists, contact with Air
Resources Laboratory scientists, mid-term progress meeting and final
report. Statutory Authority: 41USC 253(c)(1). Based on his specific
experience, his ready access to students with appropriate technical and
scientific background, access to the most pertinent numerical models,
knowledge of current multi-media models, non-affiliation with the LMMB
Project, and his location at a nearby university; Dr. Raman, full
Professor in the Dept. of Marine, Earth &Atmospheric Sciences, NC State
Univ. and Director, NC State Climate Ofc, is the only known consultant
who can perform the required review within the prescribed time frame.
Final approved report is due not later than September 1, 1999. The
proposed contract action is for services for which the Government
intends to solicit and negotiate with only one source under authority
of FAR 6.302-1. Interested persons may identify their interest and
capability to respond to the requirement or submit quotes. This notice
of intent is not a request for quotes (RFQ). However, all quotes
received within fifteen days after date of publication of this synopsis
will be considered by the Government. Information received will
normally be considered solely for the purpose of determining whether to
conduct a competitive procurement. Evidence must be provided of ability
to provide detailed review. Quotes may be faxed to (757) 441-3786.
