66 -- MICROPLATE READER SOL RFQ#9806 DUE 092498 POC Donna Wade, 301-496-2607, PA/ Tom McFadden, Contracting Officer, 301-496-2607 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number RFQ 9806 is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions are those in effect through appropriate Federal Acquisition Circulars. See Note 1. (This is a 100% small business set aside. The S.I.C. code is 3826, maximum 500 employees). The line items are: Microplate Reader shall meet the following requirements: (1) automated microplate reader for fluorescence, absorbance and glow luminescence (2) ability to measure from above or below the plate in wavelength range of 230-700nm (3)temperature-controlled incubation from 5 degrees C (4) linear or orbital shaking (5) work with plate format from 6 to 1536 wells (7) sensitivity of measurement to 1.5pg fluorecein per well. Delivery shall be to the National Institutes of Health, 9000 Rockville Pike, Bethesda, Md. 20892, F.O.B. destination. The provision a FAR 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition except that there is no SF1449 solicitation cover sheet. A blank form of the Representations and Certifications document which must be completed as required by 52.212-1 (b)(8) may be obtained from Donna Wade. The provision at 52.212-2, Evaluation-Commercial Items, applies to this acquisition. The Government will award a fixed price purchase order to the responsible vendor whose quote conforming to this solicitation will be most advantageous to the Government, price and other factors considered. The following factors in addition to price will be used to evaluate quotes: (a) delivery of the item in 60 days ARO; (b) technical ability of the data and analysis software for creating and customizing plate definitions and control and (c) price. All evaluation factors other than price, when combined, are significantly less important than price. The clause at 52.212-4, Contract Terms and Conditions-Commercial Items applies to this acquisition. The clause at 52.212-5, Contract Terms and Conditions Required to Implement Statues or Execute Orders-Commercial Items applies to this acquisition.
