U.S. General Services Administration, Federal Telecommunications Service, Mid-Atlantic Region, Attn: Code 3TS, 100 Penn Square East, Philadelphia, PA 19107

70 -- MODIFICATION OF STAR CONTRACT GS03K96DSD1004 SOL GS03K96DSD004/PS03 POC POC Eileen Flanigan, Contracting Officer Jack Wise 215 656 6373 WEB: homepage, http://www.usa.gov/procurement/index.html. E-MAIL: Contracting Officer, eileen.flanigan@gsa.gov. 70 -- Purchase of STAR Support Services POC, Ms. Eileen Flanigan, 215/656-6373, Contracting Officer is Mr. Jack Wise. This is an amendment to Synopsis number 237069 (PSA-2161) which appeared in the Commerce Business Daily on 18 August 1998. Under the Technical Support Services portion, the six (6) months of hotline services are corrected to read 10 months of hotline services. All other requirements remain unchanged. The General Services Administration, Public Building Service (PBS) intends to issue a sole source modification to a sole source contract GS03K-96-DSD-1004 with AT&T Systems Leasing Corporation, 2555 Telegraph Road, Bloomfield Hills, MI 48303 for the acquisition of an additional 1200 users and technical support services. The original acquisition was synopsized in the Commerce Business Daily on 22 December 1995 (PBS-1496) for the acquisition of PROMPT to be developed and deployed into STAR. The original synopsis stated that PBS is responsible for managing commercial real estate inventory spanning 8000 buildings including 25000 billable assignment totaling an annual income stream of over 4.6 billion dollars. Approximately 10000 space assignments are altered annually and PBS handles over $2 billion in lease payments. PBS is a diverse organization and requires a product capable of supporting all business lines including over 1200 geographically dispersed primary users across the nation. PBS supports the major property management, leasing and billing functions for about 20% of the government wide building inventory. PBS requires project management to cover long range real estate planning, request tracking for relocation or space changes, alteration monitoring and documentation of lease projects. The PROMPT software supports an inventory equivalent in size and diversity to PBS's. The product supports project, inventory, lease and financial management as well as control in a fully integrated process consistent with the way PBS handles its current inventory. It also modifies inventory composition, locates tenants, articulates space types, and displays a variety of geographic information. PROMPT supports vendor payment and bill customers. The product supports lease arrangements between PBS and landlords and subleases to PBS customers. PROMPT supports realtime access to data and currently supports a nationally distributed client server system employing a single server and handles over 800 users. PROMPT incorporates a workflow model in support of process management and use of an SQL compliant relational database management system, a three tier client server implementation with a single primary server operating across a national WAN using TCP/IP already tested across PBS 56kbs or faster WAN (See Note 22).
