Two-Step Sealed Bid. Technical Proposals shall not include prices or
pricing information. The U.S. Department of Agriculture, Office of
Communicatins, Design Center requires the services of a Graphic Print
Production Support contractor. The contractor shall provide all
personnel, equipment, tools, materials, supervision and other items and
services as necessary to perform as defined in the Performance Work
Statement (PWS). Electronic production work must be performed using
Macintosh platform applications as primary with some PC platform
applications secondary as determined by USDA. The contractor is to
provide camera ready electronic layout production support of various
graphic print products produced by the Design Center including:
Technical support to recommend, unless specified, the most efficient
and effective electronic formatting and software layout aplication to
use for the project production. Reflect layout considerations to meet
legibility requirements for audience limitations pertaining to the
Americans with Disabilities Act; Using the latest available layout and
illustration application programs for Macintosh and PC platforms that
are compatible with USDA; Providing occasional electronic layout
templates in both Macintosh and PC for USDA use; Providing editorial
support services for manuscripts including proofing, indexing, and
language translation. A typical electronic production support project
consists of initial meeting with the Project/Product Manager for task
assignment, objective, production schedule, and cost determination of
the project to be produced from the specifications. Camera ready
artwork is to be produced in the best quality level for printing
reproduction with the highest standard of accuracy, durability, and
appearance to maintain single or multicolor detailed halftones,
trappings, separations, bleeds, very fine line drawings, text, charts,
graphs, and up to 300 line screen halftone reproduction requirements.
The resulting contract shall be a requirements type for a base period
of 12 months with one 12-month option period. A reading room will be
established and identified in the solicitation so that potential
offerors can review related publications and forms. Standard Industrial
