constitutes a Notice of Contract Action (NOCA) of a proposed follow-on
contract to operate the USAF's in-flight simulator aircraft, NF-16D
and NC-131H. These research aircraft are used to perform airborne
research investigations in the areas of control system design,
stability and control, flying and handling qualities, cockpit display
technology, guidance/navigation/avionics system development, human
behavior and human factors, provide support for specific weapon system
developments and to train military test pilots. The contractor must
have a demonstrated expertise in the areas of flight test operations,
flying high performance military aircraft, in-flight simulator aircraft
operation and maintenance, test pilot training design and installation
of aircraft modifications and system upgrades, the design of
specialized aircraft electrical circuits and hydraulic systems, and
knowledge of the Air Force logistics system. The contractor must also
have documented experience in design/analysis of aircraft and control
system characteristics, control theory, flying/handling quality issues,
flight simulation, analog and digital computer programming, model
following techniques, flight test planning, data analysis, and
technical report preparation. The contractor may also be tasked to
perform non-flying studies based on their expertise in these areas, to
provide contractor-owned support aircraft, or to operate other
government-provided aircraft as necessary. The Air Vehicle Directorate
of the Air Force Research Laboratory, Wright-Patterson AFB, OH
proposes to award a contract for this effort during the first or second
quarter of FY99 to the Calspan Corporation, Buffalo, NY, a division of
Veridian Corporation. This contract will be awarded pursuant to the
authority of FAR 6.302-1[(10 U.S.C.)2304(c) (1)], only one responsible
source and no other source can satisfy agency requirements. The
contractor meets all the following criterion: (A) Experience designing,
operating, and flying in-flight simulator aircraft; (B) Experience
designing, evaluating, and correcting problems in aircraft flight
control systems; (C) Experience instructing Air Force and Navy student
test pilots in flying quality and flight control design issues; (D)
Independence from all airframe or avionics manufacturers (in order to
evaluate competing designs); (E) Experience operating high-performance
military aircraft; (F) A facility at which to base the aircraft and to
perform all engineering support, maintenance, and operations; (G)
Ability to deploy to remote test locations with all needed pilots,
support personnel, and support equipment; and (H) Current capability in
all above factors so as not to jeopardize the current program schedule.

An Ombudsman has been appointed to hear concerns from potential
offerors during the proposal development phase of this acquisition. The
purpose of the Ombudsman is not to diminish the authority of the
program director or contracting officer, but to communicate contractor
concerns, issues, disagreement, and recommendations to the appropriate
government personnel. When requested, the Ombudsman will maintain
strict confidentiality as to the source of the concern. The Ombudsman
does not participate in the evaluation of proposals or in the source
