C -- TITLE: ARCHITECTURAL/ENGINEERING SERVICES FOR HVAC SYSTEM SOL RPF 546-06-99 DUE 092498 POC Lucille Kaper, Contract Specialist, 305-324-3301 The A/E shall provide all tools, material and labor to develop construction drawings, specifications and cost estimate for replacement of existing air handler system at the Department of Veterans Affairs Medical Center, 1201 NW 16th Street, Miami, Fl 33125. This project will replace and/or modify the existing air handling systems that now provides outside air for all of the exterior rooms on the 1st through 4th floors of Building Ten of this Medical Center. The present air handling system consists of two Unitized Air Modules that provide primary (outside) air. The existing exhaust system draws air up to the 4th floor roof of the building. The primary air is delivered to 80 fan oil terminal units that are being fed by chilled and hot water piping distributed through out each floor. All of this will be demolished and removed as necessary. The new system will consist of a variable air volume air handler serving about 160 VAV terminal units. Included with this system will be: ductwork, duct insulation, replacing the existing steam to heating water heat exchanger resized to accommodate to the new VAV system, heating hot water piping pipe insulation and all of the control elements necessary to provide system responses to temperature and pressure variations in the space being served. Construction cost range is between $500,000 and $100,000. Selection of the A/E firm will be based on the evaluation factors listed below in descending order of priority: . (1) Past Performance on contracts with government agencies in terms of quality of work, compliance with performance schedules, and cooperation with Facilities Manager efforts in cost estimating, value engineering preparation of bid packages,(2) Experience and Qualifications of Proposed Key Personnel including specialized technical skills, project management skills, and experience in working together as team,(3)Cost Control, present recent projects to demonstrate ability to meet project cost target and any additional constructions costs caused by design deficiencies. What cost control techniques are recommended for this project,(4)Estimating capabilities,(5) Specialized Experience and Technical Competence in the type of services required,(6) Present Proposed Team Approach,(7) Computer Assisted Design Capability and Capacity,(8) Capacity to accomplish the work in the required time,(9) Availability of additional personnel or consultants to suport expansion or acceleration of the project,(10) Awards, circumstances, and outcome of any ligation involved within the last five yearsand type of amount of liability insurance and(11) Location and Facilities of Working Office.
