Logistics Center intends to issue a purchase order with Chippewa
Environmental Corporation, DBA CEC Environmental Services, 270 South
Main, Suite 101, Bountiful, UT 84010 who is a small disadvantaged
business, for services to decontaminate PCB capacitors from 79 missile
ground power battery chargers. There are currently four different
models of these chargers that have between four and six capacitors per
unit installed. The batteries chargers are currently located at Hill
AFB, but the work shall not be performed on Hill AFB. CEC Environmental
is currently performing the same effort under a recently awarded
contract for 125 units. The purchase order will be issued to CEC
Environmental because of the duplication of costs to the government to
certify that a new source meets the requirements to perform
decontamination of battery chargers, and the administration costs and
government resources required to solicit and manage a separate contract
for the same ongoing effort. Any interested partiesmust respond within
15 calendar days from publication of this notice with the following:
(a) description of your company, (b) scope and definition of
capabilities, (c) whether your company is a small business or in the
8(a) program, and (d) copies of appropriate EPA permits for handling
and disposing of hazardous materials. This synopsis is for information
purposes only and does not constitute a solicitation, nor is it to be
construed as a commitment by the Government. The Government will not
pay for any effort expended in responding to this notice. Direct

approximate issue/response date will be 10 SEP 1998. The anticipated
award date will be 16 Sep 1998. Oral procedure will be used for this
solicitation. All responsible sources solicited may submit a bid,
proposal, or quotation which shall be considered. It is suggested that
small business firms or others interested in subcontracting
opportunities in connection with the described procurement make contact
with the firm(s) listed. An Ombudsman has been appointed to hear
concerns from offerors or potential offerors during the proposal
development phase of this acquisition. The purpose of the Ombudsman is
not to diminish the authority of the program director or contracting
officer, but to communicate contractor, concerns, issues,
disagreements, and recommendations to the appropriate government
personnel. When requested, the Ombudsman will maintain strict
confidentiality as to the source of the concern. The Ombudsman does not
participate in the evaluation of proposals or in the source selection
