On or about 8 September 1998, this office will issue Invitation for Bids for the construction of ADAL PREPARATORY SCHOOL BUILDINGS, USAF ACADEMY, COLORADO. Bids will be opened on or about 8 October 1998. Solicitation of bids will be restricted to SMALL BUSINESS CONCERNS. Contractors interested in inspecting the site of the proposed work should contact the Air Force Resident Engineer, US Army Corps of Engineers, 1050 South Academy Blvd., Suite 100, Colorado Springs, CO 80910. Telephone: 719-333-2973 or FAX 719-333-2979. Construction of a 2,500 (approx.) S.F., three story, addition onto the West side of each of two existing Preparatory School Buildings (Building 5216 and Building 5220) in the Community Center Area of the USAF Academy, CO (total new construction of approx. 5,000 S.F.), as well as complete renovation of each of the two existing 15,000 (approx.) S.F., three story, facilities (total renovation of 30,000 S.F.) Each addition (Approx. 14' x 59') consists of a three story steel framed structure supporting 4" composite steel floor decks and a steel roof deck. The foundation walls, footings, and slabs-on-grade consist of reinforced concrete. The alterations of the existing facilities consists of a complete demolition and replacement of all interior walls, stairwells, ceilings, finishes, mechanical systems, and electrical systems down to the existing concrete framed structural shell. CMU shear walls, stairwells, and a 2000 lb. capacity hydraulic elevator are to be installed in each building. Remove and replace the existing aluminum curtain wall and glazing system completely in building 5220. The heating system consists of utilizing the existing Medium Temperature Hot Water lines from Building 5218 through a new heat exchanger and pumping heating hot water to the new fan coil units. Air conditioning is accomplished by a new packaged air cooled liquid chiller located in a new exterior utility vault enclosure for each building and pumping chilled water to the new fan coil units. Additional air ventilationis provided by air handling units. The electrical power distribution and lighting is supplied by replacing the feeder lines contained in existing ductbanks to both buildings from the switchgear located in Building 5218. Miscellaneous work includes: sitework, grading, sodding, lawn sprinkler system, concrete sidewalks, piping, plumbing, DDC controls, telecommunications, close circuit television, public address system, utilities (sanitary sewer, water, storm drainage, MTHW, underground electrical, communications), fire sprinkler system, fire detection & alarm system, cathodic protection, hazardous waste removal and disposal (asbestos, lead based paint, PCB containing light ballasts and fluorescent tubes), modified bitumen roofing system, masonry, steel studs, insulation, gypsum wallboard, acoustical ceiling tiles, carpeting, tile, doors, hardware, painting, finishes, miscellaneous casework / cabinetry, etc. The estimated construction cost of this project is between $2,500,000 and $5,000,000. Contractor'sQuality Control will be a requirement in this contract. Large business concerns submitting bids for services exceeding $500,000 or for construction exceeding $1,000,000, shall comply with Federal Acquisition Regulation 52.219-9 regarding the requirement for a subcontracting plan. The U.S. Army Corps of Engineers considers the following goals reasonable and achievable for fiscal year 1998: (a) Small Business: 61.2% of planned subcontracting dollars. (b) Small Disadvantaged Business: 9.1% of planned subcontracting dollars. (c) Women Owned Small Business: 4.5% of planned subcontracting dollars. The Contractor will be required to commence work within 10 days after notice to proceed and complete the work 420 calendar days after receipt of Notice to Proceed. Provisions will be included for liquidated damages in case of failure to complete the work in the time allowed. Performance and payment bonds will be required. The plans and specifications are available on Compact Disk (CD-ROM) and will be provided free ofcharge. It has been determined that the number of Compact Disks be limited to one (1) per firm. Plans and Specifications will not be provided in a printed hard copy format.
