Network Business Center, VA Long Beach, intends to negotiate a
commercial (FAR Part 12) sole source contract with Smith and Nephew,
Inc., Endoscopy Division, Andover, Massachusettes under the authority
of FAR 6.302-1. Only one responsible source and no other supplies or
services will satisfy agency requirements. A justification for other
than full and open competition is being prepared in support of this
acquisition. The solicitation document and incorporated provisions and
clauses are those in effect through Federal Acquisition Circular (FAC)
97-04. Smith & Nephew, Inc., Endoscopy Division manufactures
laparoscopy and videoarthoscopy instruments and equipment being
procured. Currently in use in the Operating Room at the VA Long Beach
is Smith & Nephew equipment, which will be replaced with Smith & Nephew
equipment for complete compatibility and continuity for care of VA
patients. The proposed contract action is for supplies for which the
Government intends to solicit and negotiate with only one source.
Interested persons may identify their interest and capability to
respond to the requirement or submit a proposal. This notice is not a
request for competitive proposals. All proposals received by 4:00 p.m.
Pacific Daylight Time, September 4, 1998 will be considered by the
Government. A determination by the Government not to compete this
proposed contract based on responses to this notice is solely within
