(650) 329-4168 U.S. Geological Survey (USGS) intends to negotiate and
award a contract with John A. Martin & Associates, 1212 Southflower
Street, Los Angeles, CA 90015 to construct an integrated,
computer-based, user friendly database management system (data search
and retrieval engine) and compiled database for the USGS National
Strong Motion Program (NSMP) in Menlo Park, CA. This project will
produce a user-friendly, data search and retrieval engine for all of
the NSMP recordings and associated available meta-data for use via the
Internet, CD-Rom, and FTP. The database management system will
incorporate available strong-motion data in near-real time from a
central computer site. It will permit near-real time access to these
data by all of the engineering, scientific, and emergency response
communities via the Internet. For each strong motion recording site, it
will provide immediate access to (1) general information on the site
including instrumentation, maps, photos, etc.,(2) strong-motion time
histories, parameters, spectra, etc., (3) geotechnical and seismic
borehole information obtained near the site, and,(4) information on
associated buildings and/or structures, including sensor layouts, and
available information on building design and performance. The
Government will receive a set of CD-Roms containing the database
management system and associated USGS supplied data sets. Data shall be
in a format appropriate for distribution to the engineering and
scientific user communities with a simple data retrieval system and an
HTML Internet version of the data search and retrieval software and
associated data- operating from the NSMP web page. It shall provide a
simple Microsoft Access based data search and retrieval system which
permits the data to be retrieved via event parameters, station
parameters, time history and spectral parameters, seismic and
geotechnical parameters. It shall be constructed so as to permit
automatic incorporation of new data in near real-time. This product
will allow the database to be querried and accessed in near real time
for a variety of engineering, emergency response, and scientific
applications. Contractor will also provide a user guide and manual.
John A. Martin and Associates is the only known source who is uniquely
qualified in regards to development of systems for interactive
retrieval of strong motion data in the field of earthquake engineering.
