17 -- HLU-196D/E BOMB HOIST SOL N68335-98-RFI-809 DUE 090898 POC L.Stibich, (732)323-4771 THIS IS A REQUEST FOR INFORMATION ONLY. THERE IS NO SOLICITATION PACKAGE AVAILABLE AT THIS TIME. Request for information regarding the further development and production of an electrically powered ordnance hoist. The Naval Air Warfare Center Aircraft Division Lakehurst is seeking information from potential sources for additional development and production of an electrically powered bomb hoist. Information is requested regarding the design, fabrication, and time to deliver the bomb hoist. The hoist will be capable of lifting air launched stores to the wing stations of all Navy aircraft utilizing the existing Single Hoist Ordnance Loading system. The hoist will be deployed and operated aboard ship and land and must meet the following objectives: Mission time -- 144 lifts/day, approximately 12 hours in a ten day mission; Maximum load -- 1,500 lbs. Vertical; Lift rate -- 15 ft/min; Maximum lift height -- 12 ft; Compatible with -- FA-18, EA-6B, F-14, P-3, and S-3 aircraft and all existing SHOLS equipment; Maximum weight -- 105 lbs; Emergency manual override for lowering and lifting; Fail safe free fall prevention; Ability to support load indefinitely; Overload protection (2,200 lbs. maximum load); Self-contained; Reliability -- MTBF-400 hours (200 hours minimum), MTTR 1.5 hours maximum, and Maximum repair time 3.7 hours. The final design will be subject to the following testing requirements: Performance; Environmental (MIL-STD-810) -- Sand and dust, Rain, Temperature-140F storage, 120F operation, -40F storage, -20F operation; Vibration; EMI; Shock; and Tech Evaluation (suitability and supportability). NAWCADLKE has developed a proof of principle (POP) hoist on which the performance specification will be based. The POP unit is powered by a NiCad battery pack, a brushless DC motor with electrically released brake. The motor transmits power through a 1:1 belt drive to 180:1 lobe and cam gearbox containing a "NoBak" one way torque device. This in turn drives the winch components of the existing HLU-196 B/E hoist. Information on the further development of this design is required in the following areas: higher efficiency gearbox; slide in battery pack; battery charging system; AC adapter; improved one way torque device; increased battery life and capacity; design of operator's controls; a minimum weight reduction of 20 lbs.; and a reduction in overall size. POP will be made available for inspection upon request. It is requested that information be submitted NO LATER THAN 08 September 1998 to Ms. Lori Stibich, Naval Air Warfare Center Aircraft Division (Code 233000B129-2), Highway 547, Lakehurst, NJ 08733-5082, who may be reached by telephone (732)323-4771, Facsimile (732)323-4822, or electronic mail: stibiclj@lakehurst.navy.mil.
