facility, requires an electrostatis low pressure impactor (ELPI) with
pump, connectors, hoses and data analysis center. EPA testing requires
a unit that can resolve the distribution in less than 5 seconds. The
equipment will be used in EPA's test facility in the design,
implementation, evaluation and operation of on-road, heavy-duty diesel
vehicles. The ELPI is required so that particle emissions can be
measured and characterized. The Government intends to negotiate on a
sole source basis with TSI Incorporated for the ELPI unit since it is
the only known vendor that meets the requirement of continuous,
real-time measurement system which can resolve the 0.03 to 10
micrometers distribution using at least 12 stages in less than 5
seconds. Any firm that feels it can provide equipment which meets the
Government's minimum specifications must provide sufficient
documentation within 15 days of publication of this synopsis. Posted
