Contracting Office (VCCO) proposes to award a purchase order to Juniper
Systems under authority of 10 U.S.C. 2304(c)(1) for a Pro 2000
hand-held data recorder with Windows based unit for recording and
analyzing forest management timber marking and cruise data. This is a
notice of intent to procure on a sole-source basis. The Vicksburg
District, Corps of Engineers Forest Management Program is authorized by
Public Law 86-717 and DR 1130-2-400. New data recorders and windows
based software computation programs are needed to replace DOS based
software and outdated recorders. Minimum performance specifications for
Forestry Data Recorders and Software Package are as follows: MS DOS 6.0
Operating System; Clock Speed 16 MHz 16 bit AT bus; Internal Storage 2
M RAM storage, 1M of flash memory; Software included DOS shell config
program and text editor stored in ROM; Size no more than or equal to
10.75 x 4.5 x 2.0; Weight no more than or equal to 2.5 lbs.; Operating
Temperature -22F to 130F; water, dust, and shock proof; Display CGA
Graphics 16 line by 24 character with Backlight, 80 character x 25 line
screen in memory at all times; two (2) nine (9) pin sub DRS-232C Serial
Ports (identical ports as on personal computer); Baud Rate configurable
from 110 to 115,000 baud; Keyboard 59 key Elastomeric keyboard with
slightly raised keys; PCMCIA Card slots accepts standard PCMCIA 2.0
Type I or II input/output cards, user accessable; Rechargeable nickel
cadmium battery pack that will last a minimum of eight (8) hours of
continuous use, low battery warning indicator; Backup Battery
rechargeable to protect RAM memory if main battery is discharged;
Battery Charger wall mounted that recharges batteries in twelve (12)
hours, LCD lights to indicate charge rate; Denso TR CCD Scanner or
equal CCD barcode scanner to enter timber marking data with one scan;
Nylon field carrying case with straps; Standard RS-232 communication
cable; GPS capability must be compatible with GPS receiver; Unit and
Software shallinclude unlimited Factory support; minimum product
warranty shall be twelve (12) months; Custom designed Timber
Marking/Cruise program to include barcode data entry and barcode
template, shall be capable of providing field foresters with immediate
on screen volume summaries; Year 2000 Compliant in accordance with
Federal Acquisition Regulation Part 39. A market analysis was conducted
to identify new hand-held data recorderes with window based PC software
programs. The units will be utilized at field installations and must be
rugged and capable of withstanding harsh weather conditions without the
potential for loss of data. Of the units evaluated, the Pro 2000 by
Juniper Systems was the only unit meeting or exceeding the criteria.
The unit includes a Smartcharger, that is designed to extend battery
life and allows charging for an indefinite period of time without
damage to the battery. The Pro 2000 is suited for cruising, marking,
and global positioning systems application. The Pro 2000 unit is
capable of marking applications with the aid of an external scanning
device, it has no limits on the number of trees per plot. The Pro 2000
is capable of producing on-screen field summaries. The Pro 2000 will
satisfy the current marking and cruising requirements with the
potential to satisfy future GPS requirements. No other sources will be
sought. There is no solicitation document. Any inquiries should be
