Center, Dahlgren Division intends to award a contract to Electro
Magnetic Applications (EMA) Incorporated on a sole source basis for the
following software products and services: 1. EMA 3D license for Silicon
Graphics Inc (SGI) Octane with Cadfix Graphical User Interface,
includes solid modeling, meshing, IGES cade interface, IGES export,
boolean operations, results visualization (qty. 1 each), 2.
Optimization for SGI octane with two (2) processors
(porting/installation of one license in the octane platform (solver
only; not the gui). (Qty. 1 each), 3. Training for one week on site for
six students to include the following items; software architecture,
file structures, cadfix gui training, problem solving examples, and
post processing (1 lot), 4. EMA 3D second license for Windows Nt 4.0
(qty. 1 each), and 5. Extended maintenance agreement which includes all
software updates and unlimited phone/fax/email support. Six months of
maintenance are included in the initial license cost; and this
extension is for one year (12 months) for a total of 18 months for both
platforms, the .period of performance for the total 18 months will be
9/30/98 thru 3/31/2000. This requirement is for a permanent site
license for an electromagnetic (em) modeling software package which
will incorporate a Finite Difference Time Domain (FDTD) solution to
Maxwell's curl equations. This package will be used to model EM
interactions on sections of the ships' topsides and superstructures. it
must execute in native mode (no emulators) on SGI IRIX 6.4 and Windows
Nt 4.0. This package was the only package that could be configured and
optimized to take advantage of multiple processors. This package is
intended to run on a SGI octane workstation using two (2) MIPS R10000
processors running at 195 mhz. This package is the only one that can
import IGES geometry files. The surface ship topside design community
uses IGES files to exchange ship drawings and installation data. This
package had the best overall graphical user interface (GUI). Software
must be year 2000 compliant and permanent licenses must be
transferrable to other machines within the department. Award is to be
made under Simplified Acquisition Procedures on an all or none basis.

written quote as all items are called out in the CBD notice. All quotes
shall include the Vendor's Tax Identification Number, Cage Code, Duns
Number and shall be registered in the Central Contractor Registration

Surface Warfare Center, Dahlgren, Dahlgren, VA 22448. Closing date is
