Wildlife Service (USFWS) intends to negotiate on a sole source basis
with Savannah River Ecology Laboratory (SREL), P.O. Box Drawer E,
Aiken, SC 29802 for Services to conduct a study to evaluate potential
contaminant impacts pathways to the endangered American Wood Stork (
Mycteria Americana). The Study is to run through May 1999. Scope of
work to involve collection of blood and feather samples from nestling
wood storks and feeding behavior of radio tagged adults from the St.
Simons Rookery which may have been exposed to contaminants at the
Linden Chemical Products (LCP) Site. Samples will be compared with
samplings from the Harris Neck Colony, which is a similar, relatively
uncontaminated marsh of equal distance to the roosting site. Vendor
must provide evidence of knowledge and successful experience in
handling of wood storks to prevent excessive stress, injury, or death,
and evidence of knowledge and past successful experience in aerially
locating wood stork feeding, roost, and nesting sites. Vendor must have
the appropriate state and federal permits to conduct this search.
Vendors who can provide the required services should submit clear and
convincing data in writing substantiating an ability to provide the
services. Responses to this notice must be received in writing to the
above address within 15 days of the date of publication of this
synopsis. If no response is received, an award will be made to Savannah
River Ecology Laboratory (SREL). If a response is received that meets
the USFWS requirements and analysis of both technical and pricing
documentation indicates that a competitive acquisition would be more
advantageous to USFWS, then a formal solicitation may be issued.
