862-1164 FAX (504) 862-2889 The U.S. Army Corps of Engineer (USACE) New
Orleans District intends to negotiate and award a contract with
Vanderbilt Engineering Center for Transportation Operations and
Research (VECTOR) of Vanderbilt University, Nashville, TN for the
continued development and improvement of the National Waterway Network
(NWN) geographic information system (GIS). The NWN is one component of
a set of transportation geographic data sets known as the National
Transportation Atlas (NTA). The NTA is a collection of geo-spacial
databases developed by the Department of Transportation and other
Federal Agencies depicting transportation facilities, networks, and
services of national significance. They are designed to be used with
GIS software packages to locate transportation features and provide a
framework for transportation network analysis. Vanderbilt University
facilitated the design and construction of the original NWN and to date
has been responsible for NWN maintenance. VECTOR serves as the
repository for the NWN andmaintains a single, current, "working copy"
of the network for completing change orders (physical changes
necessitated by dredging, additions of waterways, additions of ports,
etc.) which are requested by the Waterborne Commerce Statistics Center
of USACE. This procurement is being conducted on a sole source basis
in accordance with FAR 6.302-1. Interested parties should make requests
regarding this notice in writing to the point of contact listed above.
