sources to provide maintenance, operations and engineering services for
the NASA Satellite Laser Ranging (SLR) and Very Long Baseline
Interferometry (VLBI) systems. The Government's requirements include
the management, operation, engineering, maintenance, and support of a
set of government furnished SLR and VLBI systems located in the United
States and in other countries, in order to provide data to be analyzed
by scientific groups around the world. This is a full and open
competition. Small businesses and small disadvantaged businesses are
welcome to compete on that basis. All interested parties are encouraged
to consider what teaming arrangements they can put together to support
all of the government's requirements under this competition. Award of
a cost plus incentive fee, performance based, mission contract is
anticipated. The period of performances for VLBI requirements under
this contract will be 5 years. The period of performance for NSLR
requirements under this contract willbe 3 years, with 2, one-year
options to extend NSLR performance. The current contract for these
services is NAS5-32340. The current contractor is Allied Signal
Technical Services Corporation of Columbia MD. A draft Request for
Proposal RFP5-61742/261 is available at

sources sought synopsis are requested to submit a brief (no more than
5 pages) capability statement which include the following: 1) written
confirmation that respondent has reviewed the Statement of Work (SOW)
of the draft rfp at the above referenced web site. 2) a general
description of relevant capabilities that the company offers 3) at
least one customer reference from similar work that the company has
successfully completed. The reference must include a current customer
contact, phone number, address, contract number and description of the

for Information or Planning Purposes only! In accordance with FAR
52.215-3, Solicitation for (APR 1984), the Government does not intend
to award a contract on the basis of the draft RFP, or otherwise pay for
the information solicited here-in. The solicitation and any documents
related to this procurement will be available over the Internet. These
documents will be in RTF format and Microsoft Office Suite (Word 6.0,
Excel 5.0, or PowerPoint 4.0) formats and will reside on a WorldWide
Web (WWW) server, which may be accessed using a WWW browser

It is the offeror's responsibility to monitor the aforementioned
Internet site for the release of the solicitation and amendments (if
