The Propulsion Directorate of the Air Force Research Laboratory (AFRL/PR) at Edwards AFB is seeking potential sources to provide design, modification, operation, and maintenance of experimental facilities and support infrastructure used to perform research and development of materials and hardware relating to rocket propulsion and space systems. This function will be performed in up to 12 experimental research test complexes and their support infrastructure located at Edwards AFB, CA. These test complexes cover the complete spectrum of rocket propulsion test capabilities including altitude, sea level, liquid (including cryogenic, storable and exotic propellants), solid, electric, solar, booster, orbit transfer, satellite, theater, tactical, and strategic test capability. Total program value is estimated at $12M to $14M per year and this acquisition is contemplated to be for a 5-year base period with a 5-year option period. The objective of the program is to augment AFRL/PR's capability to 1) design, reconfigure, and modify experimental research test complexes, systems, and support infrastructure, 2) perform research test operations and test operations support, and 3) perform required maintenance of experimental research test complexes, systems, and support infrastructure. Responses to this sources sought will be used for market research purposes and to determine whether the acquisition will be reserved for an 8(a) competition, conducted as a small business set-aside, or conducted using full and open competitive procedures. Companies interested in this acquisition must provide current capability and past performance information demonstrating management and technical experience on similar acquisitions and resources necessary to successfully compete for this award.
