is a request for information (RFI) only. This synopsis is for planning
purposes only, and does not constitute an Invitation for Bids or a
Request for Proposals. Scott AFB IL has a potential need for
Furnishings Management Services. Market research is currently being
conducted to determine whether there are commercial sources available
to meet the agency's requirements. Agency requirements include
providing all personnel, equipment, tools, supervision, and other items
and services necessary to operate and maintain a Furnishings Management
Office (FMO) at Scott AFB, IL and warehouse space at two warehouse
buildings in Granite City, IL, located approximately 29 miles from
Scott AFB, IL. FMO provides furniture and appliances for Family
Housing, Lodging facilities, Dormitories, Unaccompanied Officer and NCO
quarters, and Fire Department sleeping and entertainment areas. Primary
responsibilities of FMO include inventory and accountability of
furnishings, identifying budget requirements and providing budget
inputs, receiving and issuing furnishings, coordinating on all
organization and lodging furnishings requests, identifying and
reporting excess furnishings, maintaining a furnishings backup stock,
storing, redistributing, repairing, and turning in furnishings,
identifying and reporting suspected abuse or loss of property, insuring
assigned personnel follow up-to-date supply and customer service
procedures, providing customer pick-up and delivery service, tracking
expenditures, and training personnel. Scott AFB is requesting
information from commercial contractors who provide services, similar
to those described above, in the commercial marketplace. Specific
information requested includes customary commercial terms, provisions,
and conditions, including, but not limited to, payment methods,
acceptance procedures, Inspection procedures, pricing methods, existing
industry standards for Furnishings Management Services, level of
commercial market competition for Furnishings Management Services, and
methods of quality control. Scott AFB is seeking samples of existing
commercial contracts and/or statments of work for Furnishings
Management Services in the commercial marketplace. Respondents to this
RFI should identify whether they are a large or small business under
Standard Industrial Code 8744. Any proprietary information submitted
should be identified as such. Please provide the requested information,
not later than 15 Sep 98, to Ms. Laurie Pierce, 375 CONS/LGCCS&P, 201

intend to issue a solicitation or award a contract as a result of this
announcement. Additionally, the Government will not pay for
