Contracting Activity on behalf of the Defense Intelligence Agency (DIA)
is seeking sources capable of providing escort services to construction
contractors at Bldg 6000, (DIAC) Bolling AFB, Washington, D.C. The
contractor under a labor-hour contract shall provide an available range
of three to ten employees (one of whom shall be a Project Manager).
Estimated hours for the Basic Year and Option Year One will be in
support of a construction project with an estimated yearly labor of
14,560 hours. The Third and Fourth Option Years will be in support of
miscellaneous construction projects with yearly estimated labor hours
of 1,450. The work day will be scheduled to cover the hours from 6:30
PM to 4:00 AM in conjuction with the hours of the construction
contractors. Actual hours and number of escorts needed will be
determined and coordinated by the construction contractor. Pay will be
for actual hours worked by each escort. Legal or declared Government
holidays will be excluded. The escorts shall be required to accompany
the construction contractors who do not have the appropriate security
clearance and/or access authorization, and monitor their movement while
in the secure areas of the building. The contractor shall provide a
Project Manager physically present at the work site whenever services
are being performed. This individual shall be responsible for the
management of the contract and shall be the point of contact with the
Government and the construction contractor. Prior to commencement of
contract performance, the Contractor shall furnish the COR, in writing,
a list of the personnel designated to work under the contract. The list
shall contain the folling: Name, address, and telephone number of each
employee and security clearance status. Top Secret security clearance
with access to Sensitive Compartmented Information (SCI) is required
of escort personnel at the time of performance under this contract.
Uniforms, radios, and pagers are not required, and the escorts shall
not be armed. Adequate parking space available on site. Interested
firms are invited to submit, in writing, their responses to this
sources sought to the Defense Intelligence Agency, ATTN: DAP-2/Joan
Willard, Bldg 6000, Bolling AFB, Washington, DC 20340-5100. Respondents
should submit their information packages to include brochures or any
other information which demonstrates the contractor's ability to
provide the aforementioned requirements. This is NOT A REQUEST FOR A
PROPOSAL nor will the Government pay for any information submitted. The
information received under this announcement will not be used to
qualify any source. It is for planning purposes only. Responses must
refer to this synopsis on both the mailing envelopes and enclosures.
