695-6225 Headquarters, U.S. Marine Corps is requesting quotes to
fulfill a requirement, 100% Set-aside for Small Business, for Marine
Corps personalized incentive/promotional items consisting of Caps,
Lanyards, Rose Pins, Lapel Pins and Pencils. This is a combined
synopsis/solicitation, M00027-98-R-0008, for commercial items that has
been prepared in accordance with the format in Subpart 12.6, as
supplemented with additional information included in this notice. This
announcement constitutes the only solicitation; quotations are
requested with references and product samples (which will not be
returned). Additionally, a more formal written solicitation will not be
issued and this solicitation is issued as a Request For Quotation
(RFQ). The incorporated provisions and clauses of this RFQ are those in
effect through Federal Acquisition Circular 97-7. The items (Items
0001, 0002, 0003, 0004 and 0005) and identical items available via
option through 30 September 2000 that consist of varying types and
quantities are detailed below. The respective items quoted by offerors
shall present at a minimum all the features offered by D.S.L.
Incorporated (if applicable), 201 Energy Center Parkway Suite 105
Lafayette, LA 70508 or equal in order to be considered. No telephonic
requests accepted. Only written responses will be honored. Written
requests to be solicited via a request for quotation (RFQ) from HQMC
for this requirement should be made. Your request should provide a
Point Of Contact and a phone number with your company name and address
and it should be forwarded to the above address. The proposed action
is for all business concerns. All responsible sources may submit an
offer which will be considered.***** The requirement is as follows:
Item 0001, Cap QTY 3000, (0X01 option) Description: D.S.L. Inc. Item
#MCCGNT or equal, Adjustable Baseball Style cap that provides at a
minimum the following features; Color/Fabric Forest-green/melton-wool,
Construction six-panel, low-profile, fused lining, matching plastic
adjuster. Black melton wool bill with matching underbill. 1" Block
lettering "MARINES" in maroon (color) embroidered across the front,
1/2" "1-800 MARINES" in gold Block lettering (that encircles back
opening). Item 0002, Lanyard QTY 7000, (0X02 option) Description:
(D.S.L. Inc. Item #MCLYW or equal) consisting of (3500 Blue with Red
Lettering and 3500 Red with Gold Lettering 34" x 3/4" heavy canvas
strapping with second color weave that presents "1-800 MARINES THE
CHANGE IS FOREVER". The Strapping is connected to a clip and metal
key-ring. Item 0003, Rose Pin QTY 500, (0X03 option) Description:
(D.S.L. Inc. Item #MCRPCC or equal), Gold color rose with Eagle, Globe,
and Anchor on leaf. (Poly bagged) Item 0004, Lapel Pin QTY 1000, (0X04
option) Description: (D.S.L. Inc. Item #MCLPBLCC or equal), Bi-level
metal cloisonn pin that provides at a minimum the following features;
"UNITED STATES MARINE CORPS" encircling outer edge. 3/4" oval with
raised red center (Eagle globe and anchor sits atop raised red center.)
Item 0005, Pencils QTY 10,000, (0X05 option) Description: (D.S.L. Inc.
Item #MCRPD or equal), pencils with 1-color "yellow" imprint. Imprint:
"1-800-MARINES" and an Eagle, Globe and Anchor. The pencil should be
red and have #2 lead, a gold band and a red eraser. Note: Pricing
(Quotes), Terms and Conditions for acquisition of identical Option
items (0X01 through 0X05) is requested from offerors but not required
for varying additional Lots/Qty's Not-to-Exceed (2-times) the above
firm quantity. The option exercise rights desired by the Government are
from contract award through 30 September 2000 (FY-99 and FY-00).
Delivery for the firm requirement and option items (if and to the
extent exercised) will be NLT 60-days from order date F.O.B.
Destination (Nov 91) (FAR 52.247-34) PACKING/MARKING/SHIPPING
consistent with standard commercial practice to: ATLANTA MAILING AND
FULFILLMENT, Powder Springs, GA 30073. Offerors should with their
quotes submit product sample(s) which will not be returned (exact
logos, imprints, embroidery etc. are not required nor are they required
to be attached to the respective items if provided), however, samples
should adequately support the vendors capability to provide all
required features for the respective item(s). Prospective offerors will
be afforded a one time opportunity to view exact product samples if
available or drawings, logos and associated "pictorial-cosmetic"
displays of the desired features of the items at HQMC. Written
responses should be forwarded to the above address and it should
include if desired a specific request to view the referenced product
samples or drawings and displays. Contractors may submit quotes on any
or all of the (firm) items (0001 -- 0005) but the Government reserves
the right to make a single award or multiple award(s) if that is
determined to be most advantageous. The provisions of FAR 52.212-1,
Instructions to Offerors-Commercial applies to this advertisement
(addenda N/A ). In addition, 52.212-2, Evaluation -- Commercial Items
applies to this acquisition. Award will be made to the responsible
offeror whose offer conforms to the solicitation and is found to be
most advantageous to the Government, price and other factors
considered. Specific evaluation criteria to be included in Paragraph
(a) of FAR 52.212-2, Evaluation -- Commercial Items is as follows: The
following factors in descending order of importance will be used to
evaluate offers: (1) Quality of product, i.e. construction, fabric,
embroidery, detail and workmanship, which will be a Government
subjective determination of technical capability and adherence to
specifications by offerors. (2) Price (Inclusive of option items)(3)
Past Performance. Offerors should include a completed copy of the
provision at 52.212-3, Offeror Representations and
Certifications-Commercial Items, with its offer. The clause at
52.212-4, Contract Terms and Conditions,-Commercial Items, applies to
this acquisition (addenda N/A ). The clause at 52.212-5, Contract Terms
and Conditions Required To Implement Statutes Or Executive
Orders-Commercial Items, applies to this acquisition; additionally
under paragraph (b) thereof the following sub-paragraphs are hereby
checked, (6), (7), (8), (9), (10), and (11), regarding which, if any,
additional FAR clauses cited in the clause are applicable to the
acquisition. Warranties provided shall at a minimum be consistent with
standard commercial practices. See numbered Note 1.
