The Immigration and Naturalization Service intends to award a sole-source purchase order to Orion Scientific Systems, McLean, VA, to subcontract with Mercyhurst College, Erie, PA. The contractor will subcontract with Mercyhurst and provide approximately 11,360 manhours of services per year, for a base year and one-year option period. The services consist of research on Internet-based English and Spanish language open source sites on topics selected by INS Office of Intelligence. The contractor will establish an open source monitoring service, and electronically filter, research and deliver to INS, information on selected nations and topics, on a daily basis. The contractor will perform at its own facility, with some work done at INS Headquarters in Washington, DC. Orion Scientific Systems and Mercyhurst College have unique capabilities to perform these services in a timely and cost-effective manner, based on Mercyhurst's unique intelligence subject matter expertise, prior work done for INS in this area, and the requirement for a prime contractor to have source code access to the INS "LEADS" software system, which is a proprietary system developed and administered by Orion.
