(202) 942-4996 Notice of intent to issue a contract for a real-time
comprehensive monitoring systems for the U.S. and international
financial markets and news. The systems must provide on-line price and
volume information for U.S. and international stock, options futures
markets, as well as news wires. The service must offer (1) real-time
access to all major domestic and international stock and future
exchange worldwide, (2) comprehensive financial news coverage of all
major international and domestic corporations, (3) multi-window data
access, (4) real-time data exchange and manipulation, (5) access to
U.S. and international Government Bond and Eurobond quotes and news,
and (6) graphics, and mouse command features. The period of performance
will be one year, October 1, 1998 through September 30, 1999. The SEC
has determined through market surveys and extensive research in related
periodicals and documents that Reuters America Inc., 1333 H. Street,
N.W., Washington, D.C. 20005, is the only source capable of meeting
these requirements. Accordingly, the SEC intends to solicit and
negotiate with one source for services referenced above. See Note 22.
