Nonpersonal services. The Contractor shall provide all labor, supervision, tools, equipment, materials, and all other items necessary to operate a Cargo Movement Section (CMS) at Peterson AFB, CO. Interested parties should be fully knowledgeable in all aspects of packaging and preservation of property, inbound and outbound freight processing, and associated tasks to manage and operate a CMS. The CMS is comprised of two primary functions, Packaging/Crating and Surface Freight. Packaging/Crating personnel will be responsible for maintaining shipping materials and properly preparing/packaging property for shipment through both the Defense Transportation System (DTS) and by commercial means. Surface Freight personnel will be responsible for selecting the mode of shipment and booking of shipment with carrier, based on the Supply Priority, mode availability, cost, and established delivery date. The Government contemplates award of a Firm Fixed-Priced type contract with a basic period of performance of 1 April 1999 through 30 September 1999, plus four one-year option periods to begin on or about 1 October 1999. Requirements will be definitized by issuance of RFP F05604-98-R7013 on or about 30 September 1998, with proposals due on or about 28 October 1998 close of business.
