Force Research Laboratory anticipates a competitive acquisition for
engineering services to support the operations of the Optical Radar/EO
Sensor (OREOS) Test Facility. All sources capable of providing these
services are being sought. In addition to the information requested in
the paragraph below entitled "Capabilities Package" responding parties
must also indicate their size status in relation to the applicable
Standard Industrial Classification (SIC) code 8734. Businesses
inclucing their affiliates with annual receipts of $5,000,000 or less
during the past 12 months are considered small. Sources with 8(a)
status or otherwise classified as small disadvantaged business should
state accordingly in their responses. This multi-year requirement is
for on-site provision of specialized scientific, technical, and
managerial services to perform research and development efforts in the
areas of laser radar, digital image processing/algorithm development,
image processordevelopment, agile optical aperture research, multi-
and hyperspectral imaging system development and data reduction
techniques, and engineering field test planning and support of related
data collection deployments. Services are required to delineate and
conduct experimental tests, acquire and modify experimental test
equipment, acquire, process and analyze laser radar, optical and
thermal sensor imagery, formulate and develop image processing
hardware, software and algorithm development, and maintain and improve
the supporting test facilities of the OREOS laboratory. The
prospective sources need to have expertise in the areas of laser radar,
optical system design and analysis, digital image processors and
algorithm development, optical and termal imaging devices and
applications, and must have the capability to plan and support
remote-site field test data collection exercises. CAPABILITIES PACKAGE:
All interested firms should submit a capabilities package that outlines
the firm's expereicne and capabilities in providing the above-mentioned
service. The capabilities package should be brief and concise, yet
clearly demonstrate an ability to meet stated requirements. Direct all
