Standards and Technology (NIST) intends to negotiate with the IEEE
Computer Society, 1730 Massachusetts Avenue, N.W., Washington, DC 20036
on a sole-source basis for a one-year membership in the Industrial
Advisory Board (IAB) which is part of the Software Engineering Body of
Knowledge (SWEBOK) project. The SWEBOK project's goal is to develop a
guide to a well-defined body of knowledge in software engineering that
will serve to advance software engineering as a profession. The project
will include knowledge of traditional practices that are widely
applied, as well as knowledge of innovative and advanced practices that
have not yet been put into traditional practice. The IAB will bring
together academia, industry and government experts in software
engineering to facilitate a dialogue between these experts and those
who are producing the SWEBOK. Membership will entitle NIST to: 1)
participate in advisory meetings in which proposals by the IAB provide
mandatory direction for the SWEBOK; and 2) to receive minutes, working
documents and published reports of the SWEBOK working groups.
Membership on the IAB will provide the Information Technology
Laboratory (ITL) at NIST with a unique opportunity to satisfy part of
the NIST/ITL charter to provide measurement and test reference material
in information technology. Through this membership, NIST can influence
the contents of a software engineering body of knowledge that may be
used to advance software engineering as a profession, to develop
undergraduate curricula, and to promote practices in software
engineering. The period of performance for this membership will be
September 1, 1998 through August 31, 1999. Authority for this
non-competitive acquisition is 41 USC 253(c)(1) -- only one responsible
source. A determination by the Government not to compete this
requirement based upon responses to this notice is solely within the
discretion of the Contracting Officer. Requests for a solicitation
package will be disregarded. A purchase order will be awarded on or
