(i) SCHEDULE -- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-03. Note 2: All extensions of the unit price shown will be subject to verification by the government. In case of a variation between the total price and the unit price, the unit price will be considered to be the quote. Note 3: Grease interceptor loads will not be dumped at Eielson AFB Treatment Plant. (iv) SCOPE: Th contractor shall furnish all plant, labor, equipment, and materials to accomplish pumping and thawing services for four (4) septic at Birch Lake Recreation Area, one (1) septic tank at Blair Lakes Bombing Range; and seven (7) addition septic tanks, 33 sewage lift stations, and ten (10) grease interceptors on Eielson AFB, AK. The tanks have capacities ranging from 500 gallons to 4000 gallons. If the emergency pumping of sewage holding tanks is required, the loads may be dumped at Eielson AFB sewage treatment plant or at the sewage outfall of lift station 2212. Yearly pumping of septic tanks and all pumping of grease traps will be dumped at MUS in Fairbanks, AK. Steam shall be used for thawing frozen tanks and/ or piping. Steam thawing may also include items not associated with tanks and sewer lines; for example: roof drains, runway lighting pits, fueling pits, culverts, etc. Due to obstructions at certain facilities, access to some tanks may be less than ideal but within a 10 to 15 ft. range. Services will be required "as needed." The tanks will be pumped seasonally and may require thawing, as in the case of Birch Lake prior to the opening in spring. Normal response time for routine calls is 24 hours and the normal response time for emergencies is six (6) hours after notification. Equipment requirements would include a suction hose long enough to reach the bottom of tanks or wet wells and steaming hose long enough to thaw frozen pipes. Thawing shall be as necessary at locations on the base proper and at remote sites mentioned. Any requirements for pumping or thawing at Blair Lake will depend on the accessibility of this remote site via ice bridge and winter haul road, which is opened and maintained by the Air Force.
