The contract will be negotiated pursuant to 10 U.S.C. 2304 (c)(1). Lockheed is the only known company that currently possesses the indepth technical knowledge and equipment necessary to manufacture the Nose Cap Assemblies and Air Stabilizers. No other sources have the technical qualifications and necessary resources to perform the work described herein, nor will any other supplies or services satisfy the Navy's performance and acceptance requirements.
