The Environmental Protection Agency, Monitoring and Quality Assurance Group, Office of Air Quality Planning and Standards has a requirement for Sulfur Dioxide Monitoring Guidance for the Proposed Sulfur Dioxide National Ambient Air Quality Standards (NAAQS) Revisions. The Agency is in the process of a review relative to the NAAQS for sulfur dioxide (SO2) plus other options, and has proposed regulatory changes to Parts 50 and 53 on November 15, 1994. The implementation for this revision for Parts 51 and 58 was proposed on March 7, 1995. Guidance is needed to be developed to assist the State and local agencies in relocating existing SO2 monitors to meet the new requirement outlined in Part 58 and to assist with the targeted implementation strategy for SO2 emission sources. A previous work assignment (WA # 2-83 under Contract No. 68D30029 with TRC Environmental Corporation) was used to start the development of the guidance. However, because of several unexpected complications in preparing SO2 cost estimates for different network scenarios, open path analyzer data management costs, and geographic targeting procedural instructions, additional hours were needed to complete the project. Therefore, the guidance document was not delivered. The completed guidance document will be a valuable asset to the State/local air pollution control agencies as monitoring networks are downsized from population oriented monitoring and re-directed towards point sources of SO2 emissions. The SIC code is 8731. It is anticipated that the solicitation will be issued on or around September 11, 1998 and that quotations will be expected 10 days after issuance. This RFQ will be carried out under Simplified Acquisition Procedures. The period of performance will be five months from date of award.
