JASP EXECUTIVE SUMMARY On 9 July 1985, the Joint Chiefs of Staff established analysis cells at each of the Unified and Specified Commands and provided support to the Joint Warfighting Center (JWFC) and the National Defense University (NDU). Entitled Modern Aids to Planning Program (MAPP), the program consisted of an umbrella systems engineering and technical assistance contract to support the unified and specified commands. Additionally, the program provided a resource pool to continue to assist the CINCs in obtaining and maintaining interoperable modeling and simulation tools in support of OPLAN evaluation; computer assisted training and exercises; assessment of war fighting requirements; and CINC decision-making. The worthiness of the CINC analysis cells that were established was demonstrated during DESERT SHIELD/DESERT STORM. During those campaigns, the CINC analysis cells provided critical advice to command decision makers in reaching command and control decisions. In addition, in 1996, the Force Structure, Resources, and Assessment Directorate (J-8) initiated an effort to respond to the requirement of decision-makers to increase the quality of joint analyses. That initiative, known as Joint Collaborative Analysis, capitalizes on existing analyses and expertise within the defense analytic community by forming collaborative relationships to solve joint analytic problems. The focus is on tailoring the analysis to the timeline and needs dictated by the decision-maker, which broadens the scope of effort beyond the typical model-centric approach. This new contract support program, entitled the Joint Analytical Support Program (JASP), encompasses both the Unified (regional) and Specified (functional) CINC analytical cells and the Joint Staff (JS). Today, the JS and the CINC analysis cells continue to play a vital role in the study, analysis, and evaluation of military forces, plans, programs, and strategies. In support of these activities the JS and the CINC analysis cells (including JWFC and NDU) are responsible for conducting joint wargames at various levels and for developing and improving analytical models, techniques, and procedures which are used in studies and analyses. Contractor personnel will interface with all levels of government, from general officers and SES to new recruit and entry-level personnel. The JS and CINC analysis cells use and maintain models and simulations developed by other agencies to perform their mission but may develop, acquire, maintain, manage, and improve models or simulations that are unique to their mission or as a prototype demonstration for future application to other CINCs. Contract support is required to assist the JS and the CINC analysis cells with various technical aspects of these activities. The procurement will include a base year and four (4) option periods. DASW01-98-R-0109 will be released approximately 18 September 1998. This is a follow-on to contract DASW01-94-D-0036. The incumbant contractor is Computer Sciences Corporation (CSC).
