Archer, Contracting Officer, (703) 326-8506 Salvage operation services are required at the Intercontinental Ballistic Missile (ICBM) Neutralization facility, located in Dnepropetrovsk, Ukraine. The effort is a part of the Cooperative Threat Reduction (CTR) program. Specifically the effort will require the operation of an SS-19 component/third stage rocket motor disassembly and neutralization facility plant. The performer will disassemble the third stage and rocket motors, neutralize the third stage and rocket motors, cut and size the third stage rocket motors and launch containers, and, segregate, handle and store the metal for salvage. DSWA plans to issue a sole source contract to Morrison Knudsen. DSWA believes that Morrison Knudsen is the only source able to perform this effort. Any other firm desiring consideration must fully identify its capability to perform the requirement. See Note 22 (Substitute fifteen (15) days in lieu of forty-five (45) days).
