NOTICE OF INTENT TO NEGOTIATE A SOLE SOURCE CONRACT WITH SAS INSTITUTE, INC. The Office of Thrift Supervision (OTS) intends to negotiate with SAS Institute, Inc. on a sole source basis, a contract for software of which SAS Institute, Inc. possesses proprietary and copyrighted rights. The software consists of several modules (e.g., Thrift Industry Highlights Reports, Problems Thrift Tracking System, Cost of Funds System and Ad-hoc Analysis which are primarily statistical, but include other mathematical computation. The Government believes that only one responsible source can provide software that will satisfy the agency requirements. This is a notice of intent and not a request for proposal.
