synopsis/solicitation of commercial items prepared in accordance with
the format in FAR Subpart 12.6, as supplemented with additional
information included in this notice. THIS ANNOUNCEMENT CONSTITUTES THE
ONLY REQUEST FOR QUOTATION. No additional specifications are
available. This is a sole source/brand named acquisition with
Telecommunication Techniques Corporation to provide 21 days of on-site
training with 10 students each day on communication analyzers (e.g.,
Fireberd products: Fireberd 6000, 500 and technical information related
to these products). Performance Period: Award date through 31 Dec 98.
Training will consist of in-depth theory, operation, fault isolation,
and hands-on exercises. The Project Officer will provide curriculum for
each day of training to the course instructors 14 days prior to class
start dates. Course curriculum will be based on 13 product courses and
ten technology courses that would normally require 28 days to
complete. By compressing some areas and eliminating others, all
critical training requirements can be met in the 21 days allotted.
Classes will address Fiber Optic Theory, Optical Time Domain
Reflectometry (OTDR) performance Characteristics, optical system
components, optical transmission techniques, optical modulation and
multiplexing schemes, network performance and fault isolation
principals and sectionalization procedures. Hands on application and
training exercises with the Fiberscan 1000 Optical Fiber Analyzer/OTDR.
Contractor must provide one Fiberscan 1000 and associated test/fault
simulation cables and optical variable atinuators. Protocol analysis
and packet switched network theory to include X.25, Data Link LAP-B,
Error Recovery, Virtual Calls on a packet network, OSI model,
synchronous vs. asynchronous protocols, LAN/WAN topologies and devices,
Frame types, Frame structure, Ethernet/802.3 and Tolken Ring/IEEE802.5
network operation and analysis, and CSMA/CD fundamentals. Hands on
application and training exercises with the Netlens 3000 Protocol and
Network Analyzer. Contractor must provide two Netlens 3000's with RS
232, RS-422, Ethernet and Tolkin Ring modules and associated cables and
fault simulation software. DS3/Sonet fundamentals and network theory to
include channelized M13, channelized C-Bit, DS3 frame structure,
network topology, network fault isolation and sectionalization
procedures, intrusive and non-intrusive network performance monitoring
techniques, SONET rates, SONET layers, SONET frame structure and SONET
network analysis procedures. Hands on application and training
exercises with the T-BERD 310 DS3/SONET Transmission System Analyzer.
Contractor shall provide 2 (two) T-BERD 310's with SONET Modules and
associated cables and fault simulation devices. High speed data network
fundamentals and interface testing to include DS0, DS1, FT1, DS2,
Diphase (conditioned and Manchester code conversion to NRZ), RS-232,
RS-422, RS 423, RS-449, RS-530, V.35, X.21, ISDN (Q. 921 & Q.931),
transmission methods and modes, Timing methods, DDSformat origin &
implementation, building DSOA/DSOB, DDS Secondary Channel,
Point-to-point vs. multi-point, CEPT 2M theory, CEPT High Order theory,
and fault isolation procedures. Hands on application and training
exercises with the FIREBERD 6000 and associated interface modules. The
Patch and Test Facility will provide modules and test equipment.
Contractor must provide fault simulation cables and devices. All labor,
transportation, and other costs associated with this course shall be
included in the price of the class. This synopsis/solicitation
incorporates provisions and clauses in effect through Federal
Acquisition Circular 97-5 and will be awarded under FAR Part 12. All
offers will be considered. The Standard Industrial Classification code
required is 7389. The resultant purchase order will be firm-fixed
price. FAR provision 52.212-1, 52.212-2 applies to this acquisition.
Offers shall be evaluated for fair and reasonable price, technical
acceptability, adherence to applicable clauses, provisions, delivery
schedule, and satisfactory past performance record. Additional
