Y-This is a Design/Build Turnkey acquisition of military family housing at Lackland AFB, Texas which includes construction of 80 MFH units and demolition of approximately 86 units. Proposals will be solicited on a firm-fixed price, lump sum basis. The Two-Phase Design-Build selection procedures will be utilized for this procurement. Only one solicitation will be issued and will include the scope of work and evaluation factors for Phases I and II. Interested offerors will be requested to submit technical qualifications and experience information based upon the established Phase I evaluation factors. This information will be evaluated and the offers deemed to be the most highly qualified, a maximum of five (5), will be selected to proceed onto Phase II. Only the selected offerors will be allowed to submit a Phase II proposal. Offerors selected to participate in Phase II will be requested to submit technical, past/present performance and price proposals. Source Selection procedures will be used and award may be made to the offeror whose proposal is the most advantageous and offers the best value to the Government, price and other factors considered. The Request For Proposal package will be available for downloading and viewing at our Internet homepage: http://www.brooks.af.mil/HSC/PKA/sarah.htm on or about 15 September 1998. A pre-proposal conference will be held approximately 2 weeks after release of RFP-Phase I. The RFP package will be available on the Internet only. There will be no hard copies of this solicitation issued. The solicitation, plans, specifications, or drawings will not be provided in a printed paper format; however, the Government reserves the right to revert to paper medium when it is determined to be in the Government's best interest. All proposals and other normal documents required for the proposal submittal, including amendments to the proposal submittal, shall be in paper medium. Electronic medium for the proposal submittal documents will not be allowed. All contractors interested in receiving notification of updates/amendments to the solicitation posted on the web site are urged to enroll on the web site mailing list for this acquisition. No telephone requests will be accepted. The magnitude for this project is over $10 million and a Construction Cost Limitation applies. Performance and payment bonds will be required.
