This is combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. Headquarters, US Army Intelligence & Security Command, Fort Belvoir, VA. is soliciting a sole source commercial-item purchase order (under FAR Parts 12 and 13) with Motorola, Inc., Hanover, Maryland. The RFQ is for supplies for which the Government intends to solicit and negotiate with only one source. This announcement constitutes the only solicitation -- a written solicitation will not be issued. A specific product determination has been made. After extensive research, demonstrations and operational tests using representative sampling of COTS items, Motorola was the only source that could meet the necessary operational specifications. The government's overall requirement is a purchase of portable repeaters, base stations and antennas to support existing and newly acquiredsurveillance communications equipment. This equipment must be able to retransmit Type 1, 128 and 256 bit encryption of the RAYCAL MSHR surveillance radios as well as the Motorola INDICTOR Type I encryption and Motorola DES XL of Motorola Saber III and Spectra radios. The equipment must be portable and operate on any conventional AC/DC power system. It must be totally programmable to meet diverse operational locations and requirements. The equipment must be programmable to meet the requirements for 12.5 and 25 Khz analog bandwidths and 12.5 Khz digital bandwidths (APCO 25/PROJECT 25) iaw FCC guidelines for FY2000 and FY2005. This purchase is for required items and quantities to COMPLETE the base station and repeaters project.
