mossrc@nswc.navy.mil. The Naval Surface Warfare Center, Dahlgren
Division, Dahlgren, VA shall use Simplified Acquisition Procedures to
procure on a sole-source basis, five (5) Large Aperture Antennas for
Telemetry Tracking Applications, and their installation at various
sites, from Electro Magnetic Processes, Inc., 20360 Plummer Street,
Chatsworth, California. These antenna systems use EMP's Antenna Control
Unit Model ACU-21C and EMP's Model 050 dual axis, single drive,
elevation over azimuth pedestal. Antenna #1 shall be installed at
NSWCDD, reinstalled at CSEDS, and then reinstalled onboard the ALI test
ship at PMRF in Hawaii (3 installations); Antenna #2 will be installed
at CSEDS, and then reinstalled onboard the ALI test ship at PMRF in
Hawaii (2 installations); Antenna #3 will be installed on the PMRF
off-axis platform in Hawaii (1 installation); Antenna #4 will be
installed on the PMRF off-axis platform in Hawaii (1 installation); and
Antenna #5 will be installed on the BLK-IVA LINEBACKER test ship (1
installation) for a total of eight (8) installations. Each antenna
system shall include a radome-protected antenna, antenna control unit,
environmental control unit, semi-rigid coax cables, a power cable and
an antenna control cable. The systems shall be able to automatically
receive and track simultaneous vertical and horizontal linear or right
and left handed circular polarized signals radiated by missiles. They
shall be able to provide direct track and auto track modes of
operation. They shall be able to track outbound surface to air and
ballistic missile interceptor missiles. They shall have the capability
to keep pointed to a computed bearing, eliminating effects of ship
motion while awaiting the missile's emergence from earth curvature
blockage. They shall contain bandpass filters to provide protection
from out-of-band shipboard emitters. They shall have front mounted
controls to include the minimum: Azimuth Position, Elevation Position,
Antenna Beam Selected, Operating Mode, Signal Strength Indication,
Servo Error Signal Indication, Antenna System Power On,
Antenna/Pedestal Control, AGC Voltage -- Digital controls and
indicators are acceptable. Synchro-Mechanical Accuracy plus/minus 1
degree maximum. Weight shall not exceed 70 pounds. Physical size shall
not exceed 8.75H x 16.62W x 20.31D. The basis for the sole source is
because EMP designed and built the units required for NSWCDD. EMP
personnel are required to ensure proper installation and training as
required by this statement of work because of their knowledge and
expertise. Installation is required immediately upon manufacture and
delivery of the units. EMP can complete the requirement expediously,
which will save the program from slipping it's schedule. Each
installation shall include physical installation and alignment,
electrical hook-up between the antenna and EMP's Antenna Control Unit
(Model ACU-21C), checkout of operation, and training of the unit by the
EMP engineer to ensure proper installation and use of the antennas.
Completion of this requirement shall be by 31 January 1999. There shall
be no written soliciation issued as a result of this notice. Closing
date for submission of bids shall be on or before 18 September 1998
