synopsis/solicitation for commercial items prepared in accordance with
the format in FAR Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; quotes are being requested and a written
solicitation will not be issued. This procurement is being conducted
under the Simplified Acquisition Procedures (SAP). Specifications for
PIV Laser System : DFL.1483 Dual pulsed Nd:YAG laser system optimized
for particle image velocimetry. Comprised of two oscillator cavities in
a single laser head. Detailed specifications are as follows: o Pulse
separation continuously variable from 0ns to 1/(pulse rep rate). o
Pulse repetition rate shall be 15Hz. o Energy at 532nm at 15Hz shall be
at least 350mJ/pulse. o Combined beam path for single 532nm,
cross-polarized output. o Dual lasers shall operate in continuous mode
and a single-shot mode. o System is to have Beam Pointing stability of
less than 100 micro-rad over an 8-hour period with a temperature
variation of +/-3 degC. o Energy stability at 532nm is to be less than
+/- 3%. o Pulse duration shall be less than 10ns. o Long-term power
drift shall be less then 5% over an 8-hour period with a temperature
variation of less than +/-3 degC. o Timing jitter less than 0.5ns. Beam
Characteristics: o Divergence: <0.5mrad, full angle o Diameter: no
less than 8 mm Laser is to have two settings for pulse duration at
532nm: o Operational mode: <10 ns o Alignment mode: nominal 200 us
_______________________________________ NOTE on alignment modes : An
alignment mode will allow operation of the laser pulse at a nominal 200
us duration which gives a very low second harmonic output at 532nm of
about 2mJ. This is significant because another way to achieve low peak
power is to turn down the lamp pump energy which will result in a more
divergent laser beam as the thermal lensing of the laser is no longer
correct. This results in a change in beam size and shape at the
experiment. Addingfilters to reduce the beam energy is imprecise and
can result in a steered alignment beam with respect to the operational
beam. Adjusting the time-delay between flashlamp firing and Q-switch
to reduce the laser outputs is also not acceptable for alignment
purpose. __________________________________________________ o System is
to utilize a dual rod birefringence compensated oscillator for
maximized beam quality and energy. o System is to utilize standard
2.4-inch Nd:YAG rods for ease of maintenance and replacement. o System
is to utilize oil/dust-free stainless steel beam tubes between all
optical elements in the oscillator and between amplifier components for
maximum protection of optical surfaces. o Intra-cavity beam path is to
be completely sealed and purged with nitrogen for optical surface
protection. o System is to utilize a composite graphite mechanical
resonator kinematically for the best thermal and mechanical stability.
o System is to have integral harmonic generator and beam separation
optics within the enclosure for safety o System is to include a remote
control. o System must be upgradable to IEEE-488 and RS-232 computer
interface. o For simplicity of operation and maintenance, no faraday
rotators are to be required for operation. o Flashlamps are to be
changed without removal of laser pump chambers thereby maintaining
system alignment. o Harmonic generator unit is to be sealed, purged and
include desiccant for protection from moisture. o Harmonic generator to
be rotatable to provide user-selectable polarization. o Harmonic
generator to be upgradable to add a third and/or fourth harmonic
crystal within the same purged package. o System is to have a laser
head footprint not exceeding the following dimensions in any dimension,
Length 48", Width 22" o Utilities are to be 220V, single phase, 30 Amps
o Wheels or caster are to be mounted to power supply for ease of
maintenance. o Beam profiles are to be included in the manuals. o
Installation and training are to be included in price. o The system
shall comprise of 2 lasers utilizing composite graphite cavities for
length stability enclosed and kinematically mounted to an aluminum
baseplate. The beams shall be tested for the most similar spatial mode
profiles and then be routed through a single second harmonic
generator. Both lasers, beam routing and second harmonic generator
shall be integrated within a single enclosure with all CDRH
certifications and safety interlocks. o The laser power supply shall be
a single integrated unit with pulse forming networks, Q-Switch drivers,
flashlamp supplies and cooling system contained within a single module
which shall have casters or wheels. These are required so the system
can be easily moved between locations depending on the nature of
experiments and facilities availability. The provisions and clauses in
the RFQ are those in effect through FAC 97-6. This procurement is a
total small business set-aside. See Note 1. The SIC code and the small
business size standard for this procurement are 3829 and 500,
respectively. Thequoter shall state in their quotation their size
status for this procurement. All qualified responsible small business
sources may submit a quotation which shall be considered by the agency.
Delivery to NASA Langley Research Center is required within 30 days
ARO. Delivery shall be FOB Destination. The DPAS rating for this
procurement is DO-C9. Quotations for the items(s) described above may
be mailed or faxed to the Bid Distribution Office, NASA Langley
Research Center, Mail Stop 144, Hampton, VA 23681, by the date/time
specified and include, solicitation number, FOB destination to this
Center, proposed delivery schedule, discount/payment terms, warranty
duration (if applicable), taxpayer identification number (TIN),
identification of any special commercial terms, and be signed by an
authorized company representative. Quoters are encouraged to use the
Standard Form 1449, Solicitation/Contract/Order for Commercial Items

quotation. Quoters shall provide the information required by FAR
52.212-1. Please note that payments are to be made by electronic funds
transfer, accordingly, you must provide the mandatory information for
electronic funds transfer with your representations and
certifications. Failure to provide this information may delay or
prevent the receipt of payments through the Automated Clearinghouse
Payment System. If the end product(s) quoted is other than domestic end
product(s) as defined in the clause entitled "Buy American Act --
Supplies," the quoter shall so state and shall list the country of
origin. The Representations and Certifications required by FAR 52.2l2-3

priced, technically acceptable quoter. Technical acceptability will be
determined by information submitted by the quoter providing a
description in sufficient detail to show that the product quoted meets

provision at 52.212-3, Offeror Representation and Certifications --
