synopsis/solicitation for commercial items prepared IAW the format in
FAR Subpart 12.6, as supplemented with additional information included
in this notice. This announcement constitutes the only solicitation;
proposals are being requested and a written solicitation will not be
issued. Solicitation number N65236-98-R-0446 is issued herein as an
RFP. The solicitation document and incorporated provisions and clauses
are those in effect through Federal Acquisition Circular 97-05. The
contract line item number (CLIN), item description and quantity for the
subject procurement is as follows: CLIN 0001 -- Microwave Receiver --
Quantity 1; Tuning Range: 1-18 GHz; scanning spectrum display, if pan
display, wideband if outputs (50 MHz bandwidth) centered at 70 and 160
MHz, filtered if at 70 MHz, Non-inverted if spectrum, AM and FM
demodulators, PC control and RF/IF display software, ethernet
interface, noise figure: 16 Db maximum and standard 19" rack mountable.
The receiver must have anethernet computer interface and software,
running under Windows NT, to control the receiver and view the IF and
RF spectrums as special data is captured, recorded and processed along
with other system applications running simultaneously. The swept
display must be capable of displaying the entire RF spectrum at a
resolution down to 1mhz, with features such as signal level, MAX hold,
MKR to CNTR., etc for real time search and recognition. The operator
must be able to toggle back and forth between swept and pan modes. The
receiver must have, at a minimum, the following selectable if
bandwidths: WBIF, 8 MHz, and 1MHz, both into the demodulators and as
outputs. A firm-fixed price type contract will be awarded, with a
required delivery schedule of 180 days ADC. This is to be furnished FOB
Destination to: Receiving Officer (N65236), SPAWAR Systems Center,
Charleston, 1639 Avenue "B" North, North Charleston, SC 29405-1639.
Inspection and acceptance shall be accomplished at destination by the
receiving activity. Award of the contract resulting from this
solicitation will be made to the responsible offeror whose offer
conforms with all the requirements of the solicitation and whose
proposal reflects the lowest cost or price. The provision at FAR
52.212-1, Instructions to Offerors-Commercial items, applies to this
acquisition. Offerors are to include a completed copy of provision FAR
52.212-3, Offeror Representations and Certifications-Commercial Items,
with its offer. Additional FAR clauses which apply to the subject
acquisition include FAR 52.212-4, Contract Terms and
Conditions-Commercial items, FAR 52.212-5, Contract Terms and
Conditions Required to Implement Statutes or Executive
Orders-Commercial Items, incorporating the additional FAR clauses cited
as follows: 52.203-6, Restrictions On Subcontracting Sales To The
Government, With Alternate I; 52.203-10, Price Or Fee Adjustment For
Illegal Or Improper Activity; 52.222-26, Equal Opportunity; 52.222-35,
Affirmative Action For Special Disabled And Vietnam Era Veterans;
52.222-36, Affirmative Action For Handicapped Workers; 52.222-37,
Employment Reports On Special Disabled Veterans Of The Vietnam Era; And
52.225-3, Buy American Act-Supplies. Additional DFAR clauses which
apply to the subject acquisition include DFAR 252.212-7001, contract
terms and conditions required to implement statutes or executive orders
applicable to defense acquisitions of commercial items, which
incorporates additional DFAR clauses cited as follows: 252.225-7012,
Preference For Certain Domestic Commodities; Or Relief. Local Clause
C-721, Year 2000 Compliance "all information technology delivered under
this contract shall be Year 2000 Compliant as that term is defined in
FAR 39.002". The closing time/date for receipt of offers is 2:00 pm EDT
