synopsis/solicitation for commercial items prepared in accordance with
FAR Subpart 12.6, as supplemented with additional information included
in this notice. This announcement constitutes the only solicitation;
quotations are being requested and a written solicitation will not be
issued. Responses to this notice must reference Request for Quotations
No. RFQ-CPO-98-026. This solicitation and incorporated provisions and
clauses are those in effect through Federal Acquisition Circular
97-05. This procurement is a 100 percent set-aside for small
businesses. The applicable Standard Industrial Classification (SIC)
code is 3663-Radio and Television Broadcasting and Communications
Equipment. The applicable small business size standard is 750
employees. The National Science Foundation has a requirement for a
multipoint control unit (MCU) videoconferencing bridge or equal to work
with an existing videoconferencing system. This bridge must include the
following features: (a) it must be compliant with all current ITU
standards for multmedia conferencing and easily upgradable to new
standards; (b) it must have the capability of handling eight sites
simultaneously at 384 kilobits per second, scalable to up to 1200 sites
without cascading; (c) it must have the capability to handle traffic
between network types, i.e., ISDN, LAN, ATM and POTS; (d) it must have
a Windows 95/NT-based scheduling system and conference manager; (e) it
must have a dynamic continuous presence option which allows five
different modes of dynamic viewing (layouts of 2, 4, 5+1, 9 or full
screen) which can be modified during a conference; (f) it must have a
universal transcoding gateway for total end to end connectivity,
transcoding between different network speeds, audio compression
algorithms, frame rates and resolutions, architected for H.32x gateway
and multipoint function, and allowing each endpoint to operate at its
optimal capability. The items and quantities for which quotations are

52.212-1 INSTRUCTIONS TO OFFERORS -- COMMERCIAL ITEMS (AUG 1998) and
52.212-4 CONTRACT TERMS AND CONDITIONS -- COMMERCIAL ITEMS (APR 1998)
are applicable to this solicitation. Responses to this solicitation
must include a completed copy of FAR provision No. 52.212-3 OFFEROR
REPRESENTATIONS AND CERTIFICATIONS -- COMMERCIAL ITEMS (JAN 1997) in
order to be considered for award. This solicitation incorporates FAR
Clause No. 52.212-5 CONTRACT TERMS AND CONDITIONS REQUIRED TO IMPLEMENT
STATUTES OR EXECUTIVE ORDERS -- COMMERCIAL ITEMS (JUN 1998) with
respect to the statutes and/or Executive Orders specified in para.
