Watson, (757) 443-1340 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format prescribed in Subpart 12.6 of the FAR, as supplemented with additional information included in this notice. Quotes are being requested and a written solicitation document will not be issued. The solicitation number for this procurement is N00189-98-Q-A038 and is being issued as a Request for Quotation (RFQ). This solicitation document incorporates provisions and clauses listed in effect through Federal Acquisition Circular (FAC) 97-04 and Defense Acquisition Circular (DAC) 91-13. The Standard Industrial Code is 3663, and the small business size standard is 750 employees. Quotes shall be for the following SABER Radio with encryption capability items: (1) Securenet Capable Saber Portable, Model #H99QX, qty 100 ea.; (2) Saber 1 CHF 6W Portable, Model #053H, qty 100 ea.; (3) ADD: Fascinator Encryption, Model #H796, qty 100 ea.; (4) ENH: Improved Stability, Model #H936, qty 100 ea.; (5) ALT: Battery, Ultra HI Capacity F.M., Model #H223, qty 100 ea.; (6) ENH: Time-OT Timer 60 seconds, Model #H251, qty 100 ea.; (7) ADD: SP Hardware Flag Option, Model #H553ABSP, qty 100 ea.; (8) ALT: Band Split 136-162 MHZ, Model #H617AGSP, qty 100 ea.; (9) Carry Case Leather Snap, Model #NTN5578, qty 100 ea.; (10) T Strap Nylon Snap, Model #NTN5574, qty 100 ea.; (11) Belt Loop Swivel 3 inch, Model #NLN4530, qty 100 ea.; and (12) Battery Ultra HI Capacity Nicad F.M., Model #NTN4596, qty 200 ea., as required by the Naval Beach Group Two, Norfolk, VA. The Government intends to purchase the above items from Motorola, Inc., under other than full and open competition in accordance with FAR 6.302-1. Quotes received shall specify FOB Destination Norfolk, VA. Delivery is required within 30 days after date of order and early delivery of items is acceptable. Quotes other than FOB Destination shall be ineligible for award. The contract resulting from this solicitation will be a firm fixed-price type contract. The following FAR provisions and clauses apply to this solicitation and are incorporated by reference: Provision FAR 52.212-1 Instructions to Offerors-Commercial Items, submit the following: a written quote on letterhead or the SF 1449 Solicitation/Contract/Order for Commercial items, signed and dated that contains the requested items with unit price(s), extended price(s), prompt payment terms, remittance address if different than the mailing address, descriptive literature of items being quoted, solicitation number, time specified in the solicitation for receipt of quotes, name, address, and telephone number of the quoter, and terms of any express warranty; quotes shall contain all other documentation specified herein. If the quote is not submitted on the SF 1449, quoters shall include a statement specifying the extent of the agreement with all terms, conditions, and provisions in the solicitation. Quoters that fail to furnish the required representations or information, or reject the terms and conditions of the solicitation may be excludedfrom consideration. Provision FAR 52.212-2 Evaluation-Commercial Items: The Government will award a contract resulting from this solicitation to the responsible quoter whose quote conforms to the solicitation and price is most advantageous to the Government. The Government reserves the right to award the contract to other than the lowest priced quoter. All Government minimum needs as stated above will be evaluated. Quoters shall include a completed copy of the representations and certifications at provision FAR 52.212-3 Offeror Representations and Certifications-Commercial Items with their quote.
