government intends to proceed with a sole source acquisition from
Bruker Instruments, Inc., 19 Fortune Drive, Billerica MA 01821:
Maintenance Service Support of a Bruker AMX300 NMR (Nuclear Magnetic
Resonance) Spectrometer to last from 1 Oct 98 30 Sep 99. Service will
include both preventative and remedial maintenance on the spectrometer
and covered equipment to include all glass parts and quartz inserts in
the probes. Preventive and remedial services will include all labor,
material, parts, shipping, and transportation costs. Additionally
telephone support must be made available every workday during normal
business hours, except observed holidays, with a response time of
24-hours for any calls for support. On-site support shall be made
available every workday during normal business hours, except observed
holidays. The government shall maintain the site and environment
suitable for operation of the spectrometer. Government shall make
normal operator adjustments and perform routine maintenance activities.
Government will provide unrestricted access to the equipment at a
mutually agreed upon time to perform required support by the
contractor. However, contractor personnel sent to the site, are subject
to the rules and regulations regarding visitors to the Lab and Edwards
AFB. No solicitation will be prepared or made available for
distribution. Award will be made by using simplified acquisition
procedures. This award will be issued on the basis of other than full
and open competition, in accordance with FAR Part 6.302-1 as stated
requirements can only be satisfied by the manufacturer of these items.
The award is anticipated to be made o/a 1 Oct 1998. Facsimile
responses are acceptable and must be received on or before the COB on
the closing date stated above. Telephone requests to be placed on the
mailing list will not be honored. This notice of intent is not a
request for competitive proposals; however, all responsible sources
shall submit information which clearly demonstrates their ability to
provide this item. This information must be received by the Contracting
Officer within ten (10) days of the publication of this announcement.
A determination by the Government not to compete the proposed contract
based upon responses to this notice is solely within the discretion of
the Government. The Contracting Officer will review responses and make
