This is a combined synopsis/solicitation for commercial items prepared in accordance with FAR 13 and the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the ONLY solicitation; quotes are being requested and A SEPARATE WRITTEN SOLICITATION WILL NOT BE ISSUED. Solicitation number/RFQ N00244-98-Q-0403 applies. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-05 and Defense Acquisition Circular 91-13. The standard industrial code is 3826 and the business size standard is 500 employees. This requirement is for a fixed priced contract for one (1) line items as follows. Quotes will be accepted on a "Brand Name or Equal" basis. The following brand name products are known to be acceptable: 1) Thermo Systems Inc. (TSI) Scanning Mobility Particle Sizer Model 3934U. Generic description is as follows: 1) Particle size range: Adjustable over 0.005 TO 1.0 MICRONS; 2) Particle type: Solids and nonvolatile liquids; 3) Input concentration range: 10(8th) particles / cm3 maximum at 0.01 microns; 4) Concentration Accuracy: +/- 10% up to 10(5th) particles/ cm3, coincidence less than 2% at 10(4th) particles/cm3; 5) 1 sec for 95% response to concentration step change when sampling at high-flow mode; 6) Flow rates Aerosol: 0 to 5 L/min. manually adjustable sheath air and excess air: 0 to 20 L/min. Manually adjustable; 7) Measurement cycle time: 60 to 600 sec. user selectable; 8) Signal to Noise Ratio: 25:1 nominal; 9) Aerosol temperature range: 10 degrees to 35 degrees C.; 10) Analyzer voltage adjustments: Manual and computer control through a RS 232 port; 11) Outputs: Digital display and an analog BNC connection, 0 to 10 volts, user selectable; 12) Power requirements: 100/115/220/240 VAC 50/60 Hz.; 13) Must be compatible with existing equipment Thermo Systems Inc. The following salient characteristics are CRITICAL/ESSENTIAL to the Government -- a) Particle size range: Adjustable over 0.005 TO 1.0 MICRONS; b) Must be compatible with existing equipment Thermo Systems Inc. (TSI). Electronic Aerosol Analyzer (EAA) Model 3030, EAA Model 3030 Controller, and Aerosol Neutralizer Model 3077. Line Item 0001: Scanning Mobility Particle Sizer, quantity two (2) each. All items are to be delivered FOB Destination within 10-12 weeksARO to: Naval Aviation Depot, Code 160D, Bldg 94, NAS North Island, San Diego, CA 92135. Mark for: (TBA) Inspection/Acceptance shall be made at destination. The provision at FAR 52.212-1, Instructions to Offerors-Commercial Items applies. Addendum to FAR 52.212-1, Paragraph (b)(5): Offers shall provide an express warranty which at a minimum shall be the same warranty terms, including offers of extended warranties, offered to the general public. Express warranties shall be included in the contract. Clause 52.212-4, Contract Terms and Conditions Commercial Items, applies as well as the following addendum clauses: FAR 219-1, Small Business Program Representations; FAR 52.219-6, Notice of Total Small Business Set-Aside; FAR 52.211-5, Material Requirements. OFFERORS ARE REQUIRED TO COMPLETE AND INCLUDE A COPY OF THE FOLLOWING PROVISIONS WITH THEIR PROPOSALS: FAR 52.212-3, Offeror Representation and Certifications -- Commercial Items. The government intends to make a single award to the responsible offeror whose offer is the most advantageous to the government considering price and price-related factors. Provision 52.212-2, Evaluation-Commercial Items, applies with paragraph (a) completed as follows: Award will be made to the offeror that meets the solicitation's minimum criteria for technical acceptability at the lowest price. To be determined technically acceptable, the offeror must furnish product literature that demonstrates the products offered meet all requirements stated in the above purchase description, especially the "critical/essential" features.
