Officer, 309-681-6616 The USDA, Agricultural Research Service, Midwest
Area, Livestock Behavior Research Laboratory, West Lafayette, IN has
the requirement for a custom laboratory closed circuit video system.
This is a combined synopsis/solicitation for commercial items prepared
in accordance with the format in FAR Subpart 12.6, as supplemented
with additional information included in this notice. This announcement
constitutes the only solicitation; quotations are being requested and
a written solicitation will not be issued. Solicitation No.
5114-8-3100 is being issued as a Request for Quotation. This
solicitation document and incorporated provisions and clauses are those
in effect through Federal Acquisition Circular 97-05. The solicitation
is 100% set-aside for small businesses. Standard Industrial
Classification Code 3669 with a corresponding size standard of 750
employees applies to qualify as a small business. This requirement is
Phase 3 of a 3 Phase system. Phases 1 and 2 consisted of supplying
equipment and Phase 3 consists of supplying additional equipment,
installation, servicing, and testing the entire system to ensure the
system is operational. The successful contractor will be responsible
for making the entire system operational to include, but not
necessarily limited to system testing and checkout, training of on site
personnel, and replacing defective equipment (if necessary), most of
which is still under warranty from Phases 1 and 2. Background of
requirement: The Livestock Behavior Research Laboratory is an 100 by
100 foot pole barn with rafters at 12.5 feet above floor level. There
is a 80 by 80 foot open field with embedded post holes spaced in a 8
foot grid. A system of panels that are either 4 or 8 foot high and
either 8 or 11.6 feet long will be used to develop test paradigms for
large animals. An example would be a T-maze for cattle. In this
instance, the panels would be 8 feet tall and the arms of the T-maze
would be 24 feet long. This T-maze would need to be randomly placed
with the 80 by 80 foot open arena to ensure that the animal is not
using cues when being tested. A video system will record all animal
activity within the main arena. The cameras will be mounted in such a
way as to avoid having to change the cameras when the panels are
changed. The existing equipment is as follows: 32 Camera units which
are made up of: Fuhrman Diversified monochrome very-high resolution
(250, 000 pixels) visible and infrared light sensitive compact (1.3 x
1.3 x 8") CCD chip cameras with 0.05 lux sensitivity and electronic CCD
iris shutter with speeds from 1/60 to 1/100,000 sec. with switchable
automatic gain control. Fuhrman Diversified camera housings, waterproof
(to 10 meters (33 ft.)) and Dustproof O-Ring Sealed Miniature Two Piece
Compact Machined Black Anodized Aluminum Camera Housing (2 in. Dia. X
4.5 in. Long (50 x 115 mm)) with Mar-Resistant Flat Lexan Lens Port,
O-Ring Sealed Moisture Purging Port, Aluminum Camera Mounting Platen
and 2 " x 3 1/4" (65 x 86 mm) Black Delrin Baseplate. Fuhrman
Diversified Waterproof(to 10 meters (33 ft.)) Unitized Power and Video
Jack with cap. Note: The housings are designed to allow access to
camera and lens for adjustment or moisture purging without de-mounting
the baseplate from the ceiling grid. Fuhrman Diversified Field
Changeable 2.6 mm (116 degree horiz. 94 degree vert.) Ultra Wide Angle
Lens with Manual Iris and Focus, 32 each; Note: This system of camera
and lens allows unmasked coverage of an area of approximately 23 x 31
feet from a distance of 12 feet. 32 more camera units, which meet the
salient characteristics of the original 32, are required for Phase 3.
16 of the existing are on warranty until 11-18-98 and the other 16 are
on warranty until 12-3-98. Existing are two Fuhrman Diversified Sixteen
Channel Rack Mount Power Supply System allowing operation of each
Quadrants Cameras at Distances to 300 feet (2 units high each), 2
additional power supplies are required, which meet the salient
characteristics of the original 2, are required for Phase 3. 1 of the
existing is on warranty until 11-18-98 and the other is on warranty
until 12-3-98. 64 Cables from Fuhrman Diversified which are copper
coaxial and Siamese shielded power lead cables with unitized plug on
camera end and separate power and coaxial BNC plugs attached on power
supply and monitor end (the 64 required cable lengths range from 30 to
160 feet) There is a total of 5920 feet. The cables are individually
labels A1 to A16, B1 to B16, C1 to C16, and D1 to D16. These cables
were custom made for this installation. No additional cables are
required for Phase 3, however additional connectors may be required
depending on equipment proposed to be used. 100 feet of Fuhrman
Diversified 4" x 4" raceway cable channel and snap on cover exists. No
additional raceway cable channel will be required for Phase 3. 640
feet of Fuhrman Diversified clear anodized 1 x 3" aluminum open channel
frame grid in 8' sections for mounting camera and conveying cables to
raceway above (installation of frame grid may required movement of some
lights to maintain the 10 x 10 on center alignment). No additional
channels will be required however there are two lengths of the channel
to correct for the different rafter sizes. 2 Fuhrman Diversified 20 "
(diag) Very High Resolution (500 + Line) Looping Color Monitors (120
VAC) with cables, exist. 2 additional monitors, which meet the salient
characteristics of the original 2, are required for Phase 3. 1 of the
existing is on warranty until 11-18-98 and the other is on warranty
until 12-3-98. Existing are 2 Fuhrman Diversified Slide rail kits to
rack mount above monitors. 2 additional slide rail kits, which meet the
salient characteristics of the original 2, are required for Phase 3. 1
of the existing is on warranty until 11-18-98 and the other is on
warranty until 12-3-98. Existing are 2 Fuhrman Diversified Sixteen
Channel Full Duplex Monochrome Multiplexer with Programmable Interleave
at up to 60 fields per second for output to Fieldcam TLV in Time Lapse
or Real Time Mode. During record or playback, user can select full
frame display of any channel, picture in picture, area zoom, a quad
display, a nine up display or the full sixteen cameras. Character
generator allows each channel to display an eight character title.
System allows previously recorded tapes to be de-multiplexed and
reviewed while system is multiplexing current images (requires separate
playback decks) priority sensing of active channels by image analysis
for higher repetitive rate feed through. Alarm input capability and
auto switching. RS 232 controller jack is standard. 2 additional
multiplexers, which meet the salient characteristics of the original 2,
are required for Phase 3. 1 of the existing is on warranty until
11-18-98 and the other is on warranty until 12-3-98. Existing are 2
Fuhrman diversified rack mounts for sixteen channel multiplexer (1 unit
high each). 2 additional rack mounts, which meet the salient
characteristics of the original 2, are required for Phase 3. 1 of the
existing is on warranty until 11-18-98 and the other is on warranty
until 12-3-98. Existing is 1 Fuhrman Diversified 19" wide standard rack
width in a 79" high cabinet that is 19" deep. 1 additional rack system,
which meet the salient characteristics of the original, is required for
Phase 3. The existing rack system is on warranty until 11-18-98.
Contractor's Proposal should reflect 1 system at a lump sum price. The
above components shall be delivered as a fully integrated,
pre-assembled, and pretested system. External cables and connectors, as
required, shall be pre-numbered and/or unique as to proper
re-attachment points. The entire system shall be configured to allow
complete reassembly, deployment operation and the collection of video
data by the end user. The resulting tapes must be readable by The
Observer VTR software package from Noldus Technologies. The data
collected from the tapes from the Observer Package will then be
subjected to analysis with the Statistical Analysis System of the SAS
Institute. Bidders for this project should be able to demonstrate a
working knowledge of these software packages and be able to offer
solutions to data collection and management challenges that will arise.
The overall video package will need to be supported over the lifetime
of the product. A Standard Operating Procedure (SOP) Manual must be
developed by the contractor for the system. The system however, is not
highly suitable for a SOP Manual to be the sole source of information
on how to collect data with the system. Demonstration of a working
knowledge of scientific data collection from video sources is a
requirement for the award of this contract. The successful bidder
should be able to address both system operation and data collection
questions with a naive user of the system. A naive user would have a
good working knowledge of video systems but not be familiar with this
system. This video system is a required component for an
internationally recognized resource for the study of livestock
behavior. If for some reason the current staff of this facility were to
leave, be replaced,or be terminated, then the data collection could
possibly be compromised. Support from the successful bidder must
include provisions for possible site visits and one to one training for
those whom would be responsible for the data collection. While these
seem quite dire scenarios, they are within the realm of reality. A bid
for this project is not just for equipment, but instead for a system
that will both solve unknown problems and consulting that will enable
data collection to occur over the long run. Off the shelf, untested,
boxed components do not fulfill these requirements and are not
acceptable. Operator training shall be provided by the successful
contractor. The contractor shall replace or repair defective equipment
for a period of at least 1 year after purchase and delivery, of new
equipment, and within the warranty period of the existing equipment.
Delivery of the equipment shall be within 30 calendar days after
receipt of the purchase order and may be delivered to: USDA-ARS-MWA,
Poultry Building, Purdue University, West Lafayette, IN 47907. The
contractor's price will include everything identified above. FAR
