U.S. Department of Energy intends to award a simplified acquisition,
non-competitive award over $25K, to Mr. Mark H. Stern, 2042 Gallows
Tree Court, Vienna, VA 22182, to organize and conduct an Executive
Workshop and related meetings on "Coal bed Methane" (CBM), in the
Republic of South Africa. Mr. Stern is uniquely qualified to perform
the services required by DOE given his expertise in coal bed methane
issues in the Republic of South Africa. Mr. Stern has approximately 25
years experience in energy analysis. He is knowledgeable regarding
both technical and commercial issues in international coal bed methane
investments. During the past year, as consultant to the Directorate
General of Hydrocarbons (India), Mr. Stern has worked with the
Government of India and U.S. oil companies to design: (1) the terms and
conditions for a revised CBM model contract, (2) a more competitive
fiscal regime to attract foreign investment in CBM, (3) improvements in
the legal framework, and (4) digitized data packages for CBM
exploration licensing. Mr. Stern organized and moderated the executive
workshops held in New Delhi in 1997 on Coal bed Methane and Natural
Gas/LNG under the Indo-U.S. Bilateral Energy Consultations. Mr. Stern
is co-author of a recent article -- "Coal bed Methane Could Cut India's
Energy Deficit," (Oil and Gas Journal, May 25, 1998). Deliverables for
this task are (1) Initial Research, (2) Trip to South Africa, (3)
Preliminary Findings Report, (4) Workshop in South Africa, and (5)
Delivery of Findings Report. Task to be completed on or before December
31, 1998. Interested persons may identify their interest and capacity
to respond to this requirement or to submit proposals. This is a Notice
of Intent and not a request for proposals, however, all proposals
received within 10 days after the date of publication of this synopsis
will be considered by the Government. A determination by the
Government not to compete this acquisition based upon responses to this
notice is solely the discretion of the Government. See Note(s): 22.
