synopsis/solicitation for commercial items prepared in accordance with
the format in Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; proposals are being requested and a written
solicitation will not be issued. This solicitation is issued as a
Request for Quote (RFQ), No. DTRS57-98-Q-80173. The Volpe Center plans
to solicit a sole source simplified acquisition purchase from
Primagraphics LTD, New Cambridge House, Litlington, Nr. Royston, Herts,
England, to deliver a processor that interfaces with all available
surveillance sensors and provides two controller display stations .
This system will be used to test and demonstrate data fusion techniques
at Dallas/Fort Worth Airport (DFW). The system hardware and firmware
must provide the same functionality as the system currently owned by
the USDOT. This proposed action is for supplies for which the
Government intends to solicit and negotiate with only one source under
authority of FAR 6.302. This notice of intent is not a request for
competitive quotes. A determination by the Government not to compete
this proposed purchase order based upon responses to this notice is
solely within the discretion of the Government. Information received
will normally be considered, solely for the purpose of determining
whether to conduct a competitive procurement. All interested sources
must identify the product by submitting pricing data and an accurate
description of the equipment being offered, which includes the make and
model numbers. If there are no responses received by close of business
September 4, 1998, a firm fixed price purchase order will be awarded
to the above named source. The solicitation document and incorporated
provisions and clauses are those in effect through Federal Acquisition
Circular 97-05. This solicitation is a small business set-aside; the
standard industrial classification code is 7373 and the small business
size standard is $15.0 Million. A list of contract line items
number(s) and items are (See the Statement of Work for detailed
description for each of the Tasks.): Task No. 1:
Commercial-off-the-shelf (COTS) hardware. Task No. 2: System Assembly
and Configuration. Task No. 3: Software Development and Testing. Task
No. 4: Installation and Configuration. (Total CLINs = 4) (vi) Statement
of Work -- 1. OBJECTIVE -- The Volpe Center is leading the Data Fusion
Development Platform (DFDP) project. The goal of this project is field
a system (DFDP2) at DFW to test and demonstrate data fusion techniques
on a centrally located processor unit that interfaces with all
available surveillance sensors. We are requesting hardware, software
and system integration services to support this project. DFDP2 must
provide the same functionality as the DFDP with the added capability of
two controller display stations that provide scan-conversion and video
overlay. 2. TASKS -- Task No. 1: Commercial-off-the-shelf (COTS)
hardware: a) Velocity + RISC Processor cardwith 4 Mbytes DRAM (Quantity
2), b) Vantage Scan Converter with RGB daughterboard (Quantity 2), c)
Scan Conversion Firmware License (Quantity 2), d) Viper Video Windows

64Mbytes RAM (Quantity 1), m) 2.1 Gbyte Winchester Disk drive (Quantity
1), n) Solaris 2.6 for SPARC including all applicable drivers (Quantity
1), o) PAR IS Tracker Single User license (Quantity 1), p) 10U 19 inch
Rack Mount Enclosure (EMC sealed unit design) with front card access
behind hinged door (Quantity 1), q) 20 Slot VME backplane with dual
Primabus (Quantity 1), r) 1 Kwatt Power Supply (Quantity 1), s) System
cabling (Quantity 1 set), t) Technical Manuals (Quantity 1 set). Task
No. 2: System Assembly and Configuration. Assemble the system hardware
described in Task No. 1. Install all software and configure the system
for software development and testing. This task is to be completed at
the contractor s facility. Task No. 3: Software Development and
Testing. Software that will support the distribution of track reports
from the SPARC 5 CPU to each of the display workstations. This software
will support a client server link between each display station and a
tracking server. Task No. 4: Installation and Configuration. Deliver
the system and assist the DFDP software development team with the
installation and configuration of the hardware and software described
in tasks 1, 2, and 3 at the Volpe Center. 3. DOCUMENTATION AND
DELIVERABLES-a) The primary deliverables are the hardware outlined in
Section 2 under Task 1 and the software outlined under Task 3. The
delivered hardware is COTS and should be tested to a level that is
consistent with sound engineering practices for a commercial system.
The software should be developed and tested using sound engineering
practices for commercial software. b) Other deliverables should include
standard COTS design documents that are required for software
development using the del ivered hardware and software. c) Runtime and
Developers Licenses for all delivered software. d) Installation and
configuration documentation is expected at the completion of Task 3.
Delivery shall be FOB for Items 1 through 4 to: USDOT/Volpe National
Transportation Systems Center; Attn.: Mr. David Olster, DTS-54; Kendall
Square, 55 Broadway, Room 1-543; Cambridge, MA 02142. All deliverables
are due on or before September 25, 1998. FAR 52.212-1, Instructions to
Offerors -- Commercial, is incorporated by reference and applies to
this acquisition. As allowed by 52.212-2, Evaluation -- Commercial
Items (Oct 1997), (a) the Government will award a contract resulting
from this solicitation to the responsible offeror whose offer
conforming to the solicitation will be most advantageous to the
Governmen t, price and other factors considered. The following factors
shall be used to evaluate offers (in descending order of importance):
(i) Technical capability of the item(s) offered to meet the Government
requirement (Certification that the system provides the same
functionality as the Data Fusion Development Platform with the added
capability of two controller display stations that provide
scan-conversion and video overlay.); (ii) Price. Technical capability
is significantly more important than cost or price. Award: Offers will
be received on an all or none basis. The Government will award a
purchase order resulting from this solicitation to the responsible
offeror conforming with the quotation that will be the best value to
the government. Offerors are to include a completed copy of the p
rovision at 52.212-3, Offeror Representations and Certifications --
Commercial Items, with its offer. FAR Clause 52.212-4, Contract Terms
and Conditions -- Commercial Items, applies to this acquisition. FAR
Clause 52.212-5, Contract Terms and Conditions Required To Implement
Statutes or Executive Orders -- Commercial Items, applies to this
acquisition; additional FAR clauses cited in 52.212-5 that apply to
