The Navy has a requirement for the development of a finalized Naval Ordnance Center (NAVORDCEN) Instruction relative to the Management of Conventional Ammunition. This procurement is to provide technical support services to the NAVORDCEN Inventory Management Systems Division in the area of analysis, research and recommendations regarding ordnance stockpile management on a global basis in support of Fleet logistics operations and in support of the acquisition and technical community. The requirement is being solicited on a sole-source basis from Sweet Analysis Services Inc. (SASI), 716 Church Street, Alexandria, VA 22314, due to SASI's unique expertise and experience from having supported the NAVORDCEN since its establishment in 1993. SASI personnel encompass a unique background, experience and expertise in ordnance inventory management. This expertise is critically important as the Navy targets new efficient management disciplines consistent with the need to establish standardized ordnance logistics and inventory management processes. The continuation of SASI support to the implementation phase will assure that the expertise that supported the initiatives of the NAVORDCEN will be available to complete the restructuring without delay and will ensure successful implementation of these new management disciplines and reengineered processes. A fixed priced purchase order will be awarded using Simplified Acquisition Procedures. It is anticipated that a formal Request for Quote will not be issued. This procurement is exclusively reserved for Small Business Concerns in accordance with FAR 219-6; the applicable Standard Industrial Classification is 8711 and the size standard is sales not to exceed $2.5 mil per year.
