This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This requirement is being issued as a Request for Quotation (RFQ) DAAD01-98-Q-0029. This order will be issued under Simplified Acquisition Procedures (SAP) as a 100 % small business set-aside. The Standard Industrial Classification (SIC) is 3441 with a size standard of 500 employees. This requirement is for the Fabrication and Delivery of one (1) each Structural Steel Static Air Drop Tower with a winch installed at Building 2970, Air Delivery Complex at the United States Army Yuma Proving Ground (USAYPG), Arizona. USAYPG is a reservation of about one million acres located approximately 30 miles northeast of Yuma, Arizona along US Highway 95. USAYPG is a testing facility under the command of the U. S. Army Test and Evaluation Command. The mission of USAYPG includes testing of vehicles, armament, aircraft and numerous other products in support of the soldier in the field. The Static Air Drop Tower will provide a safe and reliable method of suspending and releasing both light and heavy loads in order to verify airdrop load rigging, impact attenuation, and load survivability. The general requirements of the static drop tower are as follows: The Tower must span the existing 20-foot wide static drop pad with the hook centered over the center of the pad. The Drop Tower must have a hook height of 48 feet, or if incorporating an integral release mechanism, a hook height of 45 feet (the Government has a release mechanism which is suspended between the crane's hook and the apex fitting for the slings attached to the load- normally G-11 clevis). The Tower must be structurally adequate to support a winch capable of supporting 300 through 60,000 pound suspended loads and withstand rebound effects when these loads are released. The winch must have a remote control enabling the operator to stand safely off the drop pad; this can be integral to the power distribution panel or through use of an umbilical control. The winching system, power distribution panel, and power receptacles must be water proof and dust-proof. The static drop tower must withstand initial lifting of 60,000 pound loads when load center-of-gravities are initially up to 3 feet radially offset from the geometric center of lift; this will also meet any wind load encountered during active testing. The Air Drop Tower must have power to run the winching system with four 110 volt, 15 amp receptacles on each side of the facility for technical support equipment (cameras, instrumentation, etc). Technical is The contractor's quote shall consist of CLIN 0001 Furnish all labor, material, equipment and transportation for design, fabrication and delivery of a structuralsteel Static Air Drop Tower with Winching system, Quantity 1 each. CLIN 0002 Option 1- Furnish an Integral Release Mechanism for the Air Drop Tower, Quantity 1 each. CLIN 0003 Option 2- Furnish all labor, material, equipment and transportation for complete installation of the Static Drop Tower at USAYPG. The contractor shall submit with their quote a preliminary rendition (technical specifications and drawing) of the proposed Static Air Drop Tower, Past Performance Information on at least three similar contracts. Past Performance information shall include the contract number, price, technical point of contact and contracting office.significantly more important than price. The technical rendition will be evaluated on a go/no go basis by an engineer based on the performance requirements set-forth in this synopsis. Past Performance will be evaluated by the Contract Negotiator and Price will be based on competition. The successful offeror shall submit a fully developed concept drawing within thirty (30)days after award certified by a structural engineer for review and approval. The Government has ten (10) working days to furnish approval. Work will not begin until approval has been received in writing. The Static Air Drop Tower will be delivered within fourteen (14) weeks after approval of drawings. All quotes shall be clearly marked with the RFQ number DAAD01-98-Q-0029 and submitted to the Commander United States Army Yuma Proving Ground (USAYPG), Office of Contracting, ATTN: Ms. Pamela Nevels, Building 2100, Yuma, Arizona 85365-9106 no later than 4:00 PM MST, September 17, 1998. Each offeror shall include a complete copy of FAR provisions 52.212-3, "Offeror Representations and Certifications- Commercial Items"(Jan 1997). FAR provision 52.212-1, "Instructions To Offerors- Commercial Items" (Aug 1998) is incorporated by reference and applies to this acquisition. FAR clause 52.212-4, "Contract Terms and Conditions-Commercial Items"(Apr 1998) is incorporated by reference and applies to this acquisition.Addendum to FAR clause 52.212-4 include DFARS clause 52.204-7004, "Required Central Contractor Registration" (Mar 1998) and FAR clause 52.232-33, "Mandatory Information for Electronic Funds Transfer Payment" (Aug 1996). FAR clause 52.212-5, "Contract Terms and Conditions Required To Implement Statures or Executive Orders-Commercial Items" applies to this acquisition and the following clauses are applicable, 52.203-6,52.203-10, 52.219-8, 52.219-14, 52.222-26, 52.222-35, 52.222-36 and 52.222-37.
