of a collaborative research, development and demonstration effort with
the U. S. Army Environmental Center and the Department of Agriculture,
the U. S. Army Engineer Waterways Experiment Station (WES) will issue
a Broad Agency Announcement (BAA) under the provisions of FAR
6.102(d)(2). Proposals will be requested to furnish all necessary
labor, materials, and equipment to (1) Execute a technology
demonstration or (2) Conduct community outreach activities in support
of the Demonstration of Agriculturally Based Biomediation Technologies
Relevant to Pacific Island Ecosystems Program. It is anticipated that
the BAA process will result in the award of one or more contracts or
agreements for the conduct of agriculture-based bioremediation
technology research, development, demonstration of transition and/or
associated capacity enhancement, education, or outreach programs
specific to Pacific island ecosystems. An estimated $750,000 to
$4,000,000 will be made available through this BAA, with typical
individual project funding expected to range from $200,000 to $500,000
with a duration of 12 to 24 months. No specific number or amount of
awards will be set aside for Historically Black Colleges/Universities
(HBCU's) or Minority Institutions (MI's), however all responsible
sources are encouraged to submit proposals, which shall be considered
for award. The complete text of the BAA will be available for
downloading from the Vicksburg Consolidated Contracting Office website
at http://www.mvk.usace.army.mil/contract on or about 15 September
1998,and will include all instructions for submission of both Phase I
pre-proposals and Phase II full proposals, required submission dates,
and the criteria which will be used to select proposals for award.
Significant selection criteria will include past performance, technical
excellence, and cost. No paper copies of the BAA will be available and
any amendments will only be available on the website. Only potential
offerors who register for the BAA on the website will be notified when
