District, Corps of Engineers is seeking professional services to
prepare a reconnaissance-level evaluation of floodplain restoration
opportunities in the Willamette River basin. The evaluation and report
will meet the following objectives: (a) provide a preliminary,
screening- level analysis of problems and opportunities in the study
area, consistent with the study focus on floodplain restoration for
flood damage reduction and ecosystem restoration; (b) assist Agency
study team members to determine if there is a Federal interest in
continuing detailed planning studies to be conducted during a
Feasibility Phase; (c) establish a conceptual framework for development
of a cooperative, interagency plan for comprehensive floodplain
restoration in the Willamette River basin; and (d) present preliminary
findings and recommendations regarding the scope, schedule, cost, and
technical requirements for studies necessary to optimize identified
alternatives, during the Feasibility Study. SELECTION CRITERIA for this
project will be based upon the following, listed in descending order of
importance. Criteria a-d are primary, criteria e-f are secondary, used
only as "tie-breakers" among technically equal firms: (a) Specialized
experience and technical qualifications of the proposed project
manager and key team members in the areas of floodplain restoration,
environmental hydrology, fluvial geomorphology, and wetland, river and
watershed management; (b) Specific experience working in the
Willamette River basin with demonstrated understanding of the social
and cultural, ecological, hydraulic and hydrologic, flood plain
management and threatened and endangered species issues and concerns
associated with restoration of the river; (c) Proximity to Portland,
Oregon to be able to work effectively with Corps study team members and
an interagency steering committee; (d) Past performance on contracts
with government agencies and private industry with respect to
administrative performance, technical competency, cooperative attitude,
cost control, and compliance with performance schedules on previous
projects; (e) Current workload and capacity of firm to accomplish
required services on schedule; and (f) The firm's volume of previous
U.S. Government work. SUBMISSION REQUIREMENTS are as follows:

Corps of Engineers, ATTN: Anita Simpkins, P.O. Box 2946; CENWP-CT,
Portland, Oregon 97208-2946, no later than close of business (4:00PM
P.D.T.), 11 September 1998. Include the firm's ACASS number in SF 255,
Block 3b. This request is open to both large and small business
concerns. The small business size standard for this acquisition
including all affiliates, having average annual sales or receipts of
the preceding three years can not exceed $5.2 million. Please indicate
