combined synopsis/solicitation N00244-98-R-0079, published in the CBD
on 28 July, 1998 requiring preventative and corrective maintenance of
the Liebel-Flarsheim Hydrajust III Tomography Systems located at the
Naval Medical Center, San Diego. The combined synopsis/solicitation is
amended to provide the following: 1. A "Shared Service" Agreement is
hereby incorporated into the solicitation and is defined as follows:
"It shall apply only to the performance of corrective maintenance and
remedial repairs on the equipment listed in solicitation
N00244-98-R-0079. Once the end user (Urology Department) reports to the
Medical Repair Branch, Naval Medical Center, San Diego, that corrective
maintenance or remedial repairs are required for any of the
Government-owned equipment covered by the contract, authorized
representatives of that Branch shall proceed to the equipment site to
make a determination as to whether the Contractor shall be notified to
respond, or whether authorized MedicalRepair Branch peronnel can,
within their ability (and training received by the contractor,
reasonably make necessary repairs and/or replacement parts (if
available). Should authorized Medical Repair Branch personnel decide
that the problem is beyond their capability, or that the necessary
parts are unavailable, the Contractor shall be notified immediately and
the Contractor shall respond. It is intended that should authorized
Medical Repair Personnel begin corrective maintenance or remedial
maintenance, pursuant to this shared service agreement, that should
they be unable to satisfactorily complete the maintenance, the
Contractor shall be notified to respond and perform services as
required. In any and all cases, when the Contractor is notified to
respond, the Contractor shall respond and take necessary corrective
action within 24 hours. The purpose of incorporating this shared
service agreement is to keep authorized Medical Repair Branch Personnel
at a level of skill and prepared readiness that if their services are
required to provide minimum corrective maintenace or remedial service
to the subject equipment, there will be a reasonable liklihood that
their efforts will be successful. The Government does not require, nor
intend, that the successful offeror fully train authorized Medical
Repair Personnel in all aspects of maintenance and parts replacement
for the subject equipment. The Government does require that the
Contractor train authorized personnel to perform minor corrective
maintenance and remedial maintenance, including some parts replacement,
to a degree consistent with their level of training. It is recommended
that hands-on training be done concurrent with actual corrective
maintenance, remedial maintenance, and parts replacement -- performed
by, or with oversight by, the Contractor. A list of authorized Medical
Repair Branch personnel shall be provided to the successful Offeror at
time of award. 2. Delete the following paragraph from solicitation
N00244-98-R-0079: "Government Personnel: Naval Medical Center employees
will not perform maintenance or attempt repairs to equipment while such
equipment is under the preview of this contract unless agreed to in
writing by the contractor." 3. Delete the following sentence from page
2 of solicitation N00244-98-R-0079: "Provide only work necessary to
restore the equipment to a serviceable/operating condition by
adjustments, replacement parts, or minor repairs when it is determined
that extensive repairs and parts replacement are not necessary." 4.
Add the following sentence to solicitation N00244-98-R-0079: "Provide
only work necessary to restore the equipment to a serviceable/operating
condition by adjustments, replacement parts, calibration, or minor
repairs when it it determined that extensive repairs and parts
replacement are not necessary." 5. Under paragraph beginning "FIELD
SERVICE REPORTS," change reporting time FROM 7:30-2200, Monday through
Friday TO 7:30-2000, Monday through Friday. 6. The closing date is
extended from 28 August 1998 to 4 September1998, 3:00PM Pacific Time.
